<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. Ranking of directions when submitting MIP proposals</h3>Ministries are now required to submit not just a list of public investment directions, but ranked lists — ordered by priority within each sector. Ranking is mandatory and must take into account active public investment projects and programmes.Why this matters: once the Ministry of Finance communicates the indicative ceiling for public investment, the Ministry of Economy allocates funds taking into account, among other things, the ranking of directions. The ranking thus directly determines which directions become primary and are included in the MIP.<h3 style="font-size:18px;margin:24px 0 12px;">5. DREAM Update: Regional investment profiles have been updated on the public portal

Under current legislation, the Single Project Pipeline at all levels - national, regional, and local - may be updated on a quarterly basis.&nbsp;The development and implementation of the system is led by the Ministry for Development of Communities and Territories of Ukraine, together with the DREAM Project Office, with the support of the UK DIGIT project ("Digitalisation for Growth, Integrity and Transparency"), implemented by the Eurasia Foundation and funded by UK Dev. Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

We respect the past - we care about the future! Ancient Shchyrets has a long and interesting history, which began in 1113. It was once a medieval city, fortified with defensive walls and temples. Also in 1785, the German colony of Rosenberg was located on the territory of Shchyrets. Today, the Shchyretsk community is a promising community that is actively developing in economic, social, educational, and cultural areas. Shchyrets settlement territorial community was established in 2017 in accordance with the Law of Ukraine &quot;On Voluntary Association of Territorial Communities&quot;. The Shchyrets settlement council includes four starosta districts: Sokolivskyi, Humenetskyi, Dmytrivskyi, Piskivskyi. The community unites 14 settlements with the administrative center in the village of Shchyrets. Shchyretsk territorial community is located in the central part of Lviv region, 30 km southwest of the regional center - the city of Lviv. The public highway of state importance T-14-16 Lviv-Pustomity-Medenichi passes through the territory of the Shchyretsk community, which connects Lviv, Stryi and Drohobych districts, as well as the railway line of the regional branch &quot;Lviv Railway&quot; of JSC &quot;Ukrzaliznytsia&quot; with the connection Lviv - Stryi - Chop, 11 km long. The economic stability of the community is supported by the activities of business entities that supply the market with consumer goods and services. There are 506 business entities registered in the community, including: 178 legal entities and 328 individual entrepreneurs. The key types of economic activity are wholesale and retail trade (27.47%), computer programming and the provision of other information services (15.61%), and the provision of other types of services (12.25%). The processing industry is one of the main budget-forming sectors of the community&#39;s economy. Industrial enterprises specializing in the production of concrete products, reinforced concrete structures, metal structures, paving stones (LLC Shchyretskyi Plant of Reinforced Concrete Products), dry building mixtures, paint and varnish materials (LLC Alba), lime and gypsum mixtures (LLC Pustomyty Plant Management of Lime Plants), industrial refrigeration and ventilation equipment (LLC Eichkei Invent), hot-melt glass and glass products (VTP Firma Start) operate in the community. An important sector of the community&#39;s economy is the agro-industrial complex. The agrarian sector of the community is developing in favorable natural conditions and has significant potential for expansion. Agricultural products are produced by 9 agricultural enterprises, 13 farms and 4 individual entrepreneurs. One of the priority areas of the community&#39;s activity is the further development and support of renewable energy, taking into account the principles of economic feasibility and environmental protection. There are three ground-based solar power plants located on the territory of the Shchyretsk community, and there is also a prospect of building a wind power plant. The Shchyretsk community has a favorable geographical location, proximity to sources of raw materials and markets for goods. The presence of a large agricultural potential and a network of transport communications create undeniable advantages for our community as a promising market for investing resources and attracting investments. The community is also attractive to tourists interested in facts about the thousand-year history of Shchyrets and its surrounding areas, cultural heritage sites, historical figures, and museums.

Стародавній Щирець має довгу і цікаву історію, що розпочалася ще у 1113 році. Колись це було середньовічне місто, укріплене оборонними мурами і храмами. Також у 1785 році на території Щирця була розташована німецька колонія Розенберг.
Сьогодні Щирецька громада &ndash; це перспективна громада, що активно розвивається в економічному, соціальному, освітньому та культурному напрямках.
Щирецька селищна територіальна громада утворена у 2017 році відповідно до Закону України &laquo;Про добровільне об&rsquo;єднання територіальних громад&raquo;. До складу Щирецької селищної ради входять чотири старостинські округи: Соколівський, Гуменецький, Дмитрівський, Пісківський. Громада об&rsquo;єднує 14 населених пунктів з адміністративним центром в селищі Щирець.
Щирецька територіальна громада розташована у центральній частині Львівської області за 30 км на південний захід від обласного центру &ndash; м. Львова.Територією Щирецької громади проходить автомобільна дорога загального користування державного значення Т-14-16 Львів-Пустомити-Меденичі, яка сполучає Львівський, Стрийський та Дрогобицький райони, а також залізнична магістраль регіональної філії &laquo;Львівська залізниця&raquo; АТ &laquo;Укрзалізниця&raquo; сполученням Львів &ndash; Стрий &ndash; Чоп протяжністю 11 км.
Економічна стабільність громади підтримується завдяки діяльності суб&rsquo;єктів господарювання, які забезпечують ринок споживчими товарами та послугами. На території громади зареєстровано 506 суб&rsquo;єктів господарської діяльності, в т.ч.: 178 юридичних осіб та 328 фізичних осіб підприємців. Ключовими видами економічної діяльності є оптова та роздрібна торгівля (27,47 %), комп'ютерне програмування та надання інших інформаційних послуг (15,61%), надання інших видів послуг (12,25%). Переробна промисловість є однією з основних бюджетоутворюючих галузей економіки громади. На території громади здійснюють діяльність промислові підприємства, що спеціалізуються на виробництві виробів з бетону, залізобетонних конструкцій, металоконструкцій, бруківки (ТзОВ &laquo;Щирецький завод залізобетонних виробів&raquo;), сухих будівельних сумішей, лакофарбових матеріалів (ТзОВ &laquo;Альба&raquo;), вапна та гіпсових сумішей (ТзДВ &laquo;Пустомитівське заводоуправління вапнових заводів&raquo;), промислового холодильного та вентиляційного устаткування (ТзОВ &laquo;Ейчкей Інвент&raquo;), гутного скла та виробів зі скла (ВТП &laquo;Фірма Старт&raquo;).
Важливим сектором економіки громади є агропромисловий комплекс. Аграрний сектор громади розвивається у сприятливих природних умовах та має значний потенціал для нарощення. Сільськогосподарську продукцію виробляють 9 сільськогосподарських підприємств, 13 фермерських господарств та 4 фізичні особи-підприємці. Одним з пріоритетних напрямів діяльності громади є подальший розвиток та підтримка відновлювальної енергетики з урахуванням принципів економічної доцільності та охорони навколишнього середовища.
На території Щирецької громади розміщено три наземні сонячні електростанції, а також існує перспектива будівництва вітрової електростанції. Щирецька громада має вигідне географічне положення, близькість джерел сировини та ринків збуту товарів. Наявність великого сільськогосподарського потенціалу і мережі транспортних комунікацій створюють незаперечні переваги для нашої громади як перспективного ринку вкладення ресурсів та залучення інвестицій.
Громада приваблива також і для туристів, що цікавляться фактами про тисячолітню історію Щирця та його довколишніх територій, пам`ятками культурної спадщини, історичними постатями, музеями.&nbsp;

One of the most pressing problems that concerns residents of the Shchyrets United Territorial Community is the unsatisfactory, emergency condition of municipally owned roads. The problem of the quality of road repair is not new. In particular, the road surface of Zagorodki Street in the village of Shchyrets requires major repairs. However, this problem has not been solved for many years due to the lack of funds for the systematic repair of this road. It is expected that with the arrival of spring, the condition of the road will only worsen. The emergency condition of the road and the lack of high-quality road surface reduce the speed and comfort of movement, and lead to an increase in the cost of operating cars, and most importantly, negatively affect the safety of road traffic for both motorists and pedestrians.&nbsp; 
The project provides for a set of measures designed to improve the transport and operational performance of the street by strengthening the existing road surface by aligning the longitudinal profile with the adjustment of the existing transverse profiles, improving the longitudinal drainage system and ensuring the organization of water drainage from the roadway. Water drainage from the roadway is provided by arranging a longitudinal and transverse slope, with subsequent drainage along the curb stone into the designed rainwater collectors, as well as into existing ditches through the designed water discharges. The project also provides for the installation of a reinforced concrete pipe &Oslash;0.5m, L=12.5m at PC 0+62.&nbsp;Water drainage from the sidewalks is provided by arranging a transverse and&nbsp;longitudinal slope with subsequent drainage to the roadway of the street. 
Overhaul is provided with the following characteristics: 
<ul> 
<li style="text-align: justify;">Design speed - 50 km/h;</li> 
<li style="text-align: justify;">Road surface of the roadway and junctions - two-layer reinforced concrete coating with a thickness of 5 cm+5 cm;</li> 
<li style="text-align: justify;">Road surface of the sidewalk - coating with FEM DSTU B EN 1338:2016 6 cm thick. Construction length of the site - 1136 m.</li> 
</ul>

Однією із найгостріших проблем, яка турбує мешканців Щирецької об`єднаної територіальної громади є незадовільний, аварійний стан доріг комунальної власності. Проблема якості ремонту доріг не є новою. Зокрема, потребує капітального ремонту дорожнє покриття вулиці Загородки в смт. Щирець. Проте уже багато років дана проблема не вирішується через брак коштів на проведення системного ремонту даної дороги. Очікується, що з приходом весни стан дороги тільки погіршиться. Аварійний стан дороги та відсутність якісного дорожнього покриття знижують швидкість та комфортність руху, та призводять до збільшення витрат на експлуатацію автомобілів, а найголовніше, негативно вливають на безпеку дорожнього руху як автомобілістів та і пішоходів.&nbsp;
Проектом передбачено комплекс заходів, який призначений для покращення транспортно-експлуатаційних показників вулиці за рахунок підсилення існуючого дорожнього одягу з&nbsp;вирівнювання поздовжнього профілю з коригуванням існуючих поперечних профілів,&nbsp;вдосконалення системи поздовжнього водовідводу та забезпечення організації водовідведення з&nbsp;проїзної частини. Водовідведення з проїзної частини передбачається за рахунок улаштування поздовжнього та&nbsp;поперечного похилу, з подальшим відведенням вздовж бортового каменю в запроектовані&nbsp;дощоприймачі, а також в існуючі кювети через запроектовані скиди води. Також проектом&nbsp;передбачено влаштування з/б труби &Oslash;0,5м, L=12,5м на ПК 0+62.&nbsp;Водовідведення з тротуарів передбачається за рахунок улаштування поперечного та&nbsp;поздовжнього похилу з подальшим відведенням на проїзну частини вулиці.
Капітальний ремонт передбачено із забезпеченням таких характеристик:
<ul>
<li style="text-align: justify;">розрахункова швидкість - 50 км/год.;</li>
<li style="text-align: justify;">дорожній одяг проїзної частини та примикань &ndash; двошарове а/б покриття товщиною 5 см+5 см;</li>
<li style="text-align: justify;">дорожній одяг тротуару &ndash; покриття із ФЕМ ДСТУ Б EN 1338:2016 товщиною 6 см. Будівельна довжина ділянки &ndash; 1136 м.</li>
