DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. I genuinely believe that Ukraine’s success in this reform will inspire other countries, just as Prozorro and Diia once did. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

Viktor NESTULIA: The Future Begins with the Decisions We Make Today

The Novoyarychiv village community is a successful example of the implementation of the decentralization reform. A young community with a large number of implemented projects, in particular in the field of construction and reconstruction of socially important objects. The advantage is a large number of functioning industrial and agricultural enterprises. The community includes 18 settlements: 2 settlements and 18 villages, with the administrative center in the urban-type settlement Novy Yarychiv. In November 2023, a decision of the session of the Novoyarychiv Settlement Council approved the Development Strategy of the Novoyarychiv Settlement Territorial Community until 2027, which defined the main strategic goals for the further development of the community, namely:<ul><li> Competitive economy - improvement of the quality of life and economic well-being of the population through the effective use of the existing potential and competitive advantages of the community by stimulating the growth of the innovative economy, ecologically oriented agriculture, and increasing entrepreneurial activity.</li><li> Development of human capital by investing in specific life processes of people and improving the quality and availability of services.</li><li> Sustainable development of the territory - improving the comfortable and safe life of the population through the sustainable development of the territory.</li></ul>

Новояричівська селищна громада є успішним прикладом реалізації реформи децентралізазації. Молода громада з великою кількістю реалізованих проєктів, зокрема у сфері будівництва та реконструкції соціально важливих об'єктів. Перевагою є велика кількість функціонуючих промислових та сільськогосподарських підприємств.&nbsp;
До складу громади входить 18 населених пунктів: 2 селища та 18 сіл, з адміністративним центром у селищі міського типу Новий Яричів.
У листопаді 2023 року рішенням сесії Новояричівської селищної ради затвердили Стратегію розвитку Новояричівської селищної територіальної громади до 2027 року, якою визначили основні стратегічні цілі для подальшого розвитку громади, а саме:

<li>Конкурентноздатна економіка - покращення якості життя і економічного благополуччя населення шляхом ефективного використання наявного потенціалу та конкурентних переваг громади через стимулювання зростання інноваційної економіки, екологічно орієнтованого сільського господарстава, підвищення підприємницької активності.</li>

Передбачає збереження існуючої будівлі з проведенням комплексного капітального ремонту&nbsp; та переобладнання приміщень&nbsp; під потреби реабілітаційного відділення, що включає в себе заміну інженерних мереж, оновлення внутрішніх оздоблювальних робіт, створення безбар'єрного простору, освітлення та вентиляції, заміни застарілих меблів, закупівлю реабілітаційного обладнання.

During the development of the project, an alternative option was considered - a new construction of a separate rehabilitation center for war veterans and people with disabilities on a new land plot within the Novoyarychiv territorial community.

<li>The essence of the alternative solution It was envisaged to construct a new medical building with an area of about 1,200-1,500 m&sup2;, designed taking into account: modern requirements for rehabilitation medicine (zoning, space for exercise and physiotherapy rooms, psychological support rooms, manipulation rooms); principles of universal design and barrier-free; implementation of energy-efficient and environmentally friendly technologies, in particular the use of solar panels, heat recovery systems and &ldquo;green&rdquo; construction.</li>

The opportunity to create a modern center &ldquo;from scratch&rdquo; taking into account all the requirements of medical standards and the latest technologies.&nbsp; 
Optimal planning of interior spaces for various areas of rehabilitation.

Під час розроблення проєкту розглядався альтернативний варіант &mdash; нове будівництво окремого реабілітаційного центру для ветеранів війни та осіб з інвалідністю на новій земельній ділянці у межах Новояричівської територіальної громади.

<li>Суть альтернативного рішення Передбачалося зведення нової будівлі медичного призначення площею близько 1 200&ndash;1 500 м&sup2;, спроєктованої з урахуванням: сучасних вимог до реабілітаційної медицини (зонування, простір для тренажерних та фізіотерапевтичних залів, кімнати психологічної підтримки, маніпуляційні кабінети); принципів універсального дизайну та безбар&rsquo;єрності; впровадження енергоефективних і екологічних технологій, зокрема використання сонячних панелей, систем рекуперації тепла та &ldquo;зеленого&rdquo; будівництва.</li>

Lack of barrier-free access Unequipped ramps, narrow doorways, no adapted bathrooms. People with disabilities and patients after injuries have difficult access to the premises. ? Insufficient conditions for rehabilitation There are no specialized rooms for physiotherapy, rehabilitation medicine, psychological support. There is no proper zoning for patients of different groups, which complicates the provision of quality services. ? Violation of safety and sanitary standards The ventilation system is outdated, does not provide a proper microclimate. Finishing materials do not meet the requirements for medical institutions (hygiene, moisture resistance).

Відсутність безбар’єрного доступу  Необлаштовані пандуси, вузькі дверні прорізи, відсутні адаптовані санвузли.  Люди з інвалідністю та пацієнти після поранень мають ускладнений доступ до приміщень.  ? Недостатні умови для реабілітації  Відсутні спеціалізовані приміщення для фізіотерапії, відновлювальної медицини, психологічної підтримки.  Немає належного зонування для пацієнтів різних груп, що ускладнює надання якісних послуг.  ? Порушення вимог безпеки та санітарних норм  Вентиляційна система застаріла, не забезпечує належного мікроклімату.  Оздоблювальні матеріали не відповідають вимогам до медичних закладів (гігієнічність, вологостійкість).

Disadvantages of the option: High construction cost — approximately 40–45 million UAH, which is 3–4 times higher than the budget for major repairs. ❌ Long implementation period — at least 3 years (taking into account design, obtaining permits, expertise and construction). ❌ The need to allocate a new land plot and connect engineering networks (electricity, water, sewage, heating). ❌ Increased burden on the local budget due to the costs of maintaining a new building.

Недоліки варіанту: Висока вартість будівництва — орієнтовно 40–45 млн грн, що у 3–4 рази перевищує бюджет капітального ремонту. ❌ Тривалий термін реалізації — не менше 3 років (враховуючи проєктування, отримання дозволів, експертизи та будівництво). ❌ Необхідність виділення нової земельної ділянки та підключення інженерних мереж (електрика, вода, каналізація, тепло). ❌ Збільшене навантаження на місцевий бюджет через витрати на утримання нової будівлі.

Despite its technical feasibility, the option of building a new rehabilitation center was deemed economically unviable for the current conditions of the community. It involves significantly higher costs and longer implementation times, without significantly improving the quality of medical services compared to the project of major renovation of the existing hospital building. Therefore, the selected option — major renovation of the premises with re-equipment for a rehabilitation department — is optimal in terms of efficiency, cost, environmental friendliness, and speed of implementation.

Попри технічну доцільність, варіант нового будівництва реабілітаційного центру визнано економічно необґрунтованим для поточних умов громади. Він передбачає значно більші витрати та триваліші строки реалізації, без суттєвого покращення якості медичних послуг у порівнянні з проєктом капітального ремонту існуючої будівлі лікарні.Тому обраний варіант — капітальний ремонт приміщень із переобладнанням під реабілітаційне відділення — є оптимальним за критеріями ефективності, вартості, екологічності та швидкості реалізації. 

The project "Overhaul of premises with the arrangement of a rehabilitation department for war veterans and persons with disabilities in the building of the KNP "Novoyarychivska District Hospital" on Nezalezhnosti Street in the village of Novyi Yarychiv, Lviv district, Lviv region" provides for the creation of a rehabilitation environment with safe conditions in accordance with the norms and requirements of the legislation. The specified premises are not adapted for the low-mobility population and are in a neglected condition: mold and fungus on the walls, electrical wiring, plumbing, outdated furniture need to be replaced. As a result of the project, a medical observation and physical rehabilitation department for persons with disabilities and war veterans will be located, rehabilitation equipment has been purchased. Due to the need to expand the direction of providing rehabilitation services, in accordance with changes in current legislation, it is associated with the provision of rehabilitation services to veterans. Currently, the Novoyarichiv District Hospital cannot provide such services due to the lack of a specially equipped room.

Проєкт &laquo;Капітальний ремонт приміщень з влаштуванням реабілітаційного відділення для ветеранів війни та осіб з інвалідністю у будівлі КНП "Новояричівська районна лікарня" по вулиці Незалежності у селищі Новий Яричів Львівського району Львівської області&raquo; передбачає створення реабілітаційного середовища з безпечними умовами відповідно норм та вимог згідно законодавства. Зазначене приміщення не пристосоване для маломобільної групи населення та знаходиться в занедбаному стані: на стінах пліснява та грибок, електромережа, сантехніка, застарілі меблі потребують заміни. В результаті реалізації проєкту буде розташоване відділення медичного спостереження та фізичної реабілітації для осіб з інвалідністю та ветеранів війни, закуплено реабілітаційне обладнання. Через необхідність розширення напрямку надання реабілітаційних послуг, відповідно до змін чинного законодавства, пов&rsquo;язане з наданням реабілітаційних послуг ветеранам. Наразі КНП "Новояричівська районна лікарня" не може надавати такі послуги у зв&rsquo;язку з відсутністю спеціально обладнаного приміщення.&nbsp;
