DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. I’ll quote it as my answer to this question: “Together, we are building a new culture of interaction and thinking, where every action matters, every person makes an impact, and the future begins with the decisions we make today. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

Dolynska - the administrative center of the Dolynska territorial community, a railway junction. Located in the southeastern part of the Kirovohrad region, 75 km south of Kropyvnytskyi. The emergence of the city is associated with the construction of railways, which began in Ukraine after the abolition of serfdom. On August 20, 1873, the first train passed through the Dolynska station of the Oleksandrovsky district of the Bratolyubov volost of the Kherson province on the newly built Znamyanka - Mykolaiv railway branch. This event marked the date of birth of the current city. The station was named after the Malovodyanskaya landowner - O.F. Dolynska. The Dolynska district, created in 1923, took the name of the station. On May 14, 1957, in accordance with the decision of the Executive Committee of the Kirovohrad Regional Council of Workers&#39; Deputies, the urban-type settlement - Dolynska was classified as a city of district subordination. The settlement in the 1920s was part of the Kryvyi Rih district, from 1932 - part of the Dnipropetrovsk region, from the end of 1937 - Mykolaiv, and from the beginning of 1939 - part of the Kirovohrad region. During its more than half-century history, the city has grown and changed its appearance: 2-, 5-, and 9-story residential buildings appeared in it. Today - it is a modern picturesque town. In 2012, the city turned 55 years old from the Day of granting it the status of a city, in 2023 Dolynska celebrated the 150th anniversary of the Day of its foundation. Now Dolynska is a large railway junction, the southern railway gate of the Kirovohrad region. In the summer - autumn period, more than 40 passenger trains pass through it, including international ones. There are industrial enterprises in the food and processing industries. There are 4 schools in the city, 4 preschool educational institutions, an art school, two libraries, a museum of the history of the Dolynsk City Council, a museum &quot;Dolynshchyna - Sportivna&quot;, a memorial and pedagogical museum of A.S. Makarenko, a stadium &quot;KOLOS&quot; named after Yevhen Shambir, a children&#39;s and youth sports school, seven sports halls and two sports grounds with artificial turf. Medical services are provided by the central city hospital, the Center for Primary Medical and Sanitary Aid, emergency medical care and emergency care. The city&#39;s retail network includes: 226 stores and kiosks selling food products, 20 public catering establishments, 14 pharmacies and pharmacy points, 4 veterinary pharmacies. In 2007, the decision of the Heraldic Commission under the Dolynska City Council approved the symbols of the city. And today the city of Dolynska has its own coat of arms and flag. In June 2020, as a result of the merger of twelve councils, the Dolynska territorial community was formed. The area of the territorial community: 648.2 km. It included 32 settlements, 6 starostyn districts were created. As of January 1, 2021, 28,300 people lived in the community. Since November 27, 2020, the position of mayor has been held by Zvizdovskyi Yevheniy Eduardovych. “The main priorities in our work are assistance to the Armed Forces of Ukraine, support for the families of the Defenders, care for internally displaced persons, economic stability and the implementation of energy-efficient projects. Розташована у південно-східній частині Кіровоградської області, за 75 км на південь від Кропивницького.Виникнення міста пов&rsquo;язане з будівництвом залізниць, що почалося на Україні після скасування кріпосного права.20 серпня 1873 року через станцію Долинська Олександрійського повіту Братолюбівської волості Херсонської губернії новозбудованою залізничною віткою Знам&rsquo;янка - Миколаїв пройшов перший потяг. Ця подія започаткувала дату народження нинішнього міста.Станцію назвали іменем Маловодянської землевласниці - О.Ф. Долинської. Відкрились об'єкти з високим рівнем обслуговування, що відповідають сучасним вимогам, зокрема, магазини та торговельні павільйони фірмової торгівлі: &laquo;М`ясокомбінат &laquo;Ятрань&raquo;, "МЯСОМАРКЕТ", "МАРКЕТОПТ" &laquo;Черняхівські ковбаси&raquo;, &laquo;Соколівський м`ясокомбінат&raquo;, "Мультимаркет АВРОРА",&nbsp; "Копілка", "33м2", "ФЕРМЕР" &nbsp;та інші. Місто має ринок, який надає можливість забезпечити торговими місцями понад 1000 громадян, в основному приватних підприємців.&nbsp;&nbsp;&nbsp;На території міста нараховується 39 об&rsquo;єктів історії та культури, з них 24 перебувають на державному обліку.У 2007 році рішенням Геральдичної комісії при Долинській міській раді було затверджено символіку міста. І сьогодні місто Долинська має свої герб та прапор.В червні 2020 року внаслідок об'єднання дванадцяти рад була утворена Долинська територіальна громада. Площа територіальної громади: 648.2 км. До її складу ввійшло 32 населених пункти, створено 6 старостинських округів. Станом на 01 січня 2021 року в громаді проживало 28300 осіб. &nbsp;Від 27.11.2020 року посаду міського голови займає Звіздовський Євгеній Едуардович. &laquo;Головні пріоритети в нашій роботі &ndash;допомога ЗСУ, підтримка родин Захисників, турбота про вимушених переселенців, стійкість економіки та впровадження енергоефективних проєктів. The project of creating modern science classrooms at the National University of Science and Technology ensures the improvement of the quality of education through practical and interactive learning. It contributes to the development of key competencies of students - critical thinking, teamwork and the ability to apply knowledge in practice. The modern educational space increases motivation for learning, creates comfortable and safe conditions. The project also supports specialized training and helps students choose a future profession. At the same time, it increases the prestige of the educational institution and opens up new opportunities for development and cooperation.

Проєкт створення сучасних природничих кабінетів НУШ забезпечує підвищення якості освіти через практичне та інтерактивне навчання. Він сприяє розвитку ключових компетентностей учнів — критичного мислення, командної роботи та вміння застосовувати знання на практиці. Сучасний освітній простір підвищує мотивацію до навчання, створює комфортні та безпечні умови. Також проєкт підтримує профільне навчання і допомагає учням у виборі майбутньої професії. Водночас він підвищує престиж закладу освіти та відкриває нові можливості для розвитку і співпраці.

The high technological complexity of the equipment and cloud services requires significant regular costs for service maintenance, updating licensed software and metrological verification of sensors. In addition, the rapid obsolescence of microprocessor technology and controllers creates the risk of the need for complete modernization of laboratory components after just a few years of operation.

Висока технологічна складність обладнання та хмарних сервісів потребує значних регулярних витрат на сервісне обслуговування, оновлення ліцензійного ПЗ та метрологічну повірку сенсорів. Крім того, стрімкий моральний знос мікропроцесорної техніки та контролерів створює ризик необхідності повної модернізації компонентів лабораторії вже через кілька років експлуатації.

The functioning of the laboratory ensures the training of universal specialists capable of designing and maintaining complex energy-efficient systems using cloud technologies and automation tools. Practical development of skills on existing models of a "smart home" allows graduates to instantly adapt to the real requirements of the modern market of housing and communal services and innovative construction.

Функціонування лабораторії забезпечує підготовку універсальних фахівців, здатних проектувати та обслуговувати складні енергоефективні системи з використанням хмарних технологій та засобів автоматизації. Практичне відпрацювання навичок на діючих моделях «розумного будинку» дозволяє випускникам миттєво адаптуватися до реальних вимог сучасного ринку житлово-комунальних послуг та інноваційного будівництва.

This project involves the creation of modern educational spaces for science classrooms and a STEM laboratory in a lyceum in accordance with the concept of a specialized high school and the principles of the National School of Science and Technology. 
The goal is to ensure high-quality, practice-oriented teaching of science subjects (biology, physics, chemistry), STEM laboratories by updating the material and technical base, furniture and implementing innovative approaches to organizing the educational environment. 
The project plans to equip modern laboratories, areas for research activities, interactive learning and teamwork of students. The spaces will be equipped with the latest equipment, furniture, digital resources and safe conditions for conducting experiments. 
The implementation of the project will contribute to the development of key competencies of students, the formation of scientific thinking, increasing motivation for learning and preparing students for a conscious choice of their future profession.

Даний проєкт передбачає створення сучасних освітніх просторів природничих кабінетів і STEM-лабораторія у ліцей відповідно до концепції профільної старшої школи та принципів НУШ.
Метою є забезпечення якісного, практикоорієнтованого навчання предметів природничого типу (біологія, фізика, хімія), STEM-лабораторії шляхом оновлення матеріально-технічної бази, меблів та впровадження іноваційних підходів до організації освітнього середовища.
У межах проєкту планується облаштування сучасних лаборпаторії, зон для дослідницької діяльності, інтерактивного навчання та командної роботи учнів. Простори будуть оснащення новітнім обладнання, меблями, цифровими ресурсами та безпечними умовами для проведення експерементів.
Реалізація проєкту сприятиме розвитку ключових компетентностей учнів, формуванню наукового мислення, підвищенню мотивації до навчання та підготовці здобувачів освіти до свідомого вибору майбутньої професії.
