Ukraine's Cabinet of Ministers has approved the Concept for Building a Unified Digital Ecosystem for Public Investment Management, along with an implementation plan for 2026-2028. Developed by the Ministry of Finance of Ukraine, the document establishes a systematic approach to digitising the full investment cycle - from project planning and selection through implementation, monitoring, and results evaluation.DREAM is a core component of the new ecosystem - a government system covering the complete public investment management cycle: project planning, preparation and appraisal, prioritisation and portfolio formation, implementation monitoring, completion evaluation, and impact assessment. Through integration with other government systems - AIS "HRK-WEB", LOGICA, State Treasury information systems, and the electronic procurement system - DREAM enables end-to-end investment cycle management with no data gaps or duplication of functions.The Concept defines five key objectives that shape the architecture of the future ecosystem:<ul><li>Interoperability - ensuring technical compatibility across government information systems involved in public investment management</li><li>Unified data standards - introducing common approaches to data exchange and identification of investment projects and programmes</li><li>Data quality and verification - improving the reliability of information used for project appraisal, prioritisation, and selection</li><li>Transparency and accountability - strengthening oversight of public funds utilisation</li><li>Digital support at every level - covering all stages of public investment management at both national and local government levels</li></ul>The Concept forms part of the Public Investment Management Reform for 2024-2028, aligns with EU standards, and reflects international best practices in public financial management.  A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. The purpose of the project "Overhaul of Sewerage and Treatment Facilities" is to ensure reliable, safe and effective functioning of the centralized sewage system of the settlement by restoring and modernizing existing facilities that have exhausted their operational resource.

Метою реалізації проєкту &laquo;Капітальний ремонт каналізаційно-очисних споруд&raquo; є забезпечення надійного, безпечного та ефективного функціонування системи централізованого водовідведення населеного пункту шляхом відновлення та модернізації існуючих споруд, які вичерпали свій експлуатаційний ресурс.

Є ризик нестачі фінансування чи необхідності залучення додаткових джерел (державні програми, кредити, гранти).  Тривалі строки реалізації  Капітальний ремонт очисних споруд — масштабний і комплексний процес, який може тривати 2–3 роки.  Існує ризик затримок через погодження проєктно-кошторисної документації, проведення тендерів, постачання обладнання.  Залежність від зовнішніх факторів  Коливання цін на будівельні матеріали, паливо та обладнання може збільшити кінцеву вартість.  Можливі проблеми з імпортом сучасного обладнання через логістику або валютні коливання.  Тимчасові незручності для населення  Під час проведення робіт можливе часткове обмеження роботи системи каналізації.  Підвищений рівень шуму, рух будівельної техніки, незручності для прилеглих територій.

Зниження експлуатаційних витрат завдяки встановленню сучасного обладнання.  Використання енергоощадних технологій (нові компресори, системи аерації, автоматизація).  Оптимізація витрат на обслуговування та ремонт.Приведення очисних споруд у відповідність до державних будівельних і санітарних норм.  Виконання екологічних стандартів у рамках євроінтеграційних процесів України.

Technological processes remain outdated and do not meet modern environmental standards. Insignificant environmental result The quality of wastewater treatment may improve, but not to the level required by the new norms of the State Building Code and the Water Code of Ukraine. Environmental pollution will not be completely eliminated. High risks in the long term Without major modernization, accidents and overloading of structures remain likely. In a few years, new investments will be required, which increases the total costs of the community.

Тимчасовий ефект  Поточний ремонт не усуває системних проблем зношеності споруд.  Очікуваний термін ефективності – лише 3–5 років.  Обмежений обсяг робіт  За 5 млн грн можливо відремонтувати лише окремі вузли та конструкції, а не весь комплекс.  Технологічні процеси залишаються застарілими й не відповідають сучасним екологічним стандартам.  Незначний екологічний результат  Якість очищення стоків може покращитися, але не до рівня, що вимагається новими нормами ДБН та Водного кодексу України.  Забруднення довкілля не буде усунуто повністю.  Високі ризики у довгостроковій перспективі  Без капітальної модернізації аварії та перевантаження споруд залишаються вірогідними.  Через кілька років знадобляться нові інвестиції, що збільшує загальні витрати громади.

Оперативність виконання  Роботи можна реалізувати у короткі строки (кілька місяців), без повної зупинки очисних споруд.  Невисока вартість  Сума у 5 млн грн є доступною для місцевого бюджету, у порівнянні з капітальним ремонтом чи реконструкцією.  Підтримка стабільної роботи  Усунення найбільш критичних пошкоджень і зношених вузлів дозволяє уникнути аварійних ситуацій.  Зменшується ризик несанкціонованих скидів неочищених стоків.  Зниження експлуатаційних витрат  Заміна окремого обладнання (насоси, решітки, компресори) зменшує витрати на аварійне обслуговування.  Полегшується робота персоналу.
