DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

The technical solution involves the installation of a modern two-transformer complete substation equipped with two power transformers with a capacity of 630 kVA each. This electrical complex includes high and low voltage switchgear, microprocessor relay protection systems, automation and commercial electricity metering. The main concept is to divide the total electrical load of consumers in the Dobryninsky district between two independent power sources that operate in mutual redundancy mode via an automatic or manual sectional switch. This allows for the power supply of apartment buildings and infrastructure facilities according to the second category of reliability.

Технічне рішення передбачає встановлення сучасної двотрансформаторної комплектної підстанції, оснащеної двома силовими трансформаторами потужністю по 630 кВА кожен. Цей електротехнічний комплекс включає розподільні пристрої високої та низької напруги, системи мікропроцесорного релейного захисту, автоматики та комерційного обліку електроенергії. Основна концепція полягає у поділі загального електричного навантаження споживачів Добринінського кварталу між двома незалежними джерелами живлення, які працюють у режимі взаємного резервування через автоматичний або ручний секційний вимикач. Це дозволяє забезпечити електропостачання багатоквартирної забудови та об'єктів інфраструктури за другою категорією надійності.

Встановлення комплектної трансформаторної підстанції (КТП) з двома силовими трансформаторами потужністю 630 кВа кожен (2х630 кВа)

This alternative involves providing power supply to the new development of the Dobryninsky Quarter by installing one complete transformer substation, equipped with a single high-power power transformer of 1250 kVA. Technically, this means that all intra-quarter networks (residential buildings, street lighting, heating stations, pumping stations) will be powered from one 0.4 kV bus section. This solution provides only the III (third) category of power supply reliability, since hardware power backup at the level of the substation itself is not provided for by the design.

Дана альтернатива передбачає забезпечення електропостачання нової забудови Добринінського кварталу шляхом встановлення однієї комплектної трансформаторної підстанції, укомплектованої єдиним силовим трансформатором великої потужності на 1250 кВА. Технічно це означає, що всі внутрішньоквартальні мережі (житлові будинки, вуличне освітлення, теплопункти, насосні станції) будуть заживлені від однієї секції шин 0,4 кВ. Таке рішення забезпечує лише ІІІ (третю) категорію надійності електропостачання, оскільки апаратне резервування потужності на рівні самої підстанції не передбачено конструкцією.

Among the disadvantages of this technical solution, one can single out the higher initial capital cost of the project implementation. The purchase of two transformers, a more complex busbar system, additional cubicles, sectional switches and a double set of automation is more expensive than installing a simpler substation with one large transformer of similar total capacity. In addition, a two-transformer substation has slightly larger dimensions and weight. This requires the allocation of a larger land plot for construction, the arrangement of a more complex foundation and can create certain difficulties in spatial planning in conditions of dense urban development. However, these initial financial and spatial risks are insignificant and are completely offset during long-term operation due to energy efficiency and the avoidance of huge socio-economic losses from the potential complete power outage of an entire residential quarter.

Серед недоліків цього технічного рішення можна виділити вищу початкову капітальну вартість реалізації проєкту. Закупівля двох трансформаторів, більш складної системи шин, додаткових комірок, секційних вимикачів та подвійного комплекту автоматики обходиться дорожче, ніж встановлення простішої підстанції з одним великим трансформатором аналогічної сумарної потужності. Крім того, двотрансформаторна підстанція має дещо більші габарити та вагу. Це вимагає виділення більшої земельної ділянки під будівництво, облаштування складнішого фундаменту та може створити певні труднощі при просторовому плануванні в умовах щільної міської забудови. Проте ці початкові фінансові та просторові ризики є незначними і повністю нівелюються в процесі довгострокової експлуатації завдяки енергоефективності та уникненню величезних соціально-економічних збитків від потенційного повного знеструмлення цілого житлового кварталу.

The main advantage of this solution is guaranteed uninterrupted and high reliability of power supply. In the event of an emergency on one of the transformers or during its scheduled maintenance, the load is instantly transferred to the second, working transformer. Thanks to this, residents of the quarter are protected from long power outages, and critical infrastructure, such as elevators, individual heating points and water supply pumping stations, continues to function stably even in crisis situations. From an economic point of view, the use of two transformers of lower power allows for flexible optimization of electricity losses. At the initial stages of settling new houses or during periods of minimum night consumption, only one transformer can be in operation, which significantly reduces the company's constant losses due to idling of equipment. In addition, the cost of repair, transportation or complete replacement of one 630 kVA module is much lower and technically simpler than in the case of using one high-power transformer.

Головною перевагою такого рішення є гарантована безперебійність та висока надійність електропостачання. У разі виникнення аварійної ситуації на одному з трансформаторів або під час проведення його планового технічного обслуговування, навантаження миттєво переводиться на другий, робочий трансформатор. Завдяки цьому мешканці кварталу захищені від тривалих відключень світла, а критична інфраструктура, така як ліфти, індивідуальні теплові пункти та насосні станції водопостачання, продовжує стабільно функціонувати навіть у кризових ситуаціях. З економічної точки зору, використання двох трансформаторів меншої потужності дозволяє гнучко оптимізувати втрати електроенергії. На початкових етапах заселення нових будинків або в періоди мінімального нічного споживання в роботі може перебувати лише один трансформатор, що суттєво знижує постійні втрати підприємства на холостий хід обладнання. Крім того, вартість ремонту, транспортування або повної заміни одного модуля на 630 кВА є значно нижчою і технічно простішою, ніж у випадку використання одного надпотужного трансформатора.

The main and critical drawback of this solution is the complete absence of a backup power source. In the event of an emergency damage to a single transformer or during mandatory routine work (which requires complete voltage removal), the entire Dobryninsky quarter will remain completely de-energized. The duration of such outages can range from several hours to several days (in the event of a serious accident and the need to replace the unit). De-energizing the quarter will lead to the shutdown of elevators, water supply systems and individual heating points, which is an unacceptable social risk, especially in the autumn-winter period. An additional economic disadvantage is low energy efficiency at the initial stages. Since the quarter will be populated gradually, the powerful 1250 kVA transformer will operate in underload mode, which will generate significant technological losses of electricity at idle, causing permanent financial losses to the operating enterprise.

Основний і критичний недолік цього рішення — повна відсутність резервного джерела живлення. У разі аварійного пошкодження єдиного трансформатора або під час проведення обов'язкових регламентних робіт (що вимагає повного зняття напруги), весь Добринінський квартал залишатиметься повністю знеструмленим. Тривалість таких відключень може становити від кількох годин до кількох діб (у разі серйозної аварії та необхідності заміни блоку). Знеструмлення кварталу призведе до зупинки ліфтів, систем водопостачання та індивідуальних теплових пунктів, що є неприпустимим соціальним ризиком, особливо в осінньо-зимовий період. Додатковим економічним недоліком є низька енергоефективність на початкових етапах. Оскільки заселення кварталу відбуватиметься поступово, потужний трансформатор на 1250 кВА працюватиме в режимі недовантаження, що генеруватиме значні технологічні втрати електроенергії на холостий хід, завдаючи постійних фінансових збитків експлуатуючому підприємству.

The only significant advantage of this option is the lower initial capital expenditure (CAPEX) of the project implementation. The purchase of one 1250 kVA transformer and a simplified switchgear (without sectional switches and complex backup automation) is cheaper than the equipment of a two-transformer substation. In addition, a single-transformer KTP has smaller dimensions and weight, which somewhat simplifies the processes of transportation, installation and requires the allocation of a smaller land plot for development.

Єдиною суттєвою перевагою цього варіанту є менша початкова капітальна вартість (CAPEX) реалізації проєкту. Закупівля одного трансформатора на 1250 кВА та спрощеного розподільчого пристрою (без секційних вимикачів та складної автоматики резервування) обходиться дешевше, ніж комплектація двотрансформаторної підстанції. Крім того, однотрансформаторна КТП має менші габарити та вагу, що дещо спрощує процеси транспортування, монтажу та вимагає виділення меншої земельної ділянки під забудову.

The project involves the construction of a new transformer substation to electrify the promising Dobryninsky residential district in Slavutych, which is intended for development by participants in the Anti-Terrorist Operation/Joint Forces Operation and their families. Currently, the development of the area is critically limited by a lack of power: the existing networks are only capable of supplying about 50 households, which makes further construction and settlement of the territory impossible.
The technical solution involves the installation of a complete transformer substation (CTS) with two power transformers, each with a capacity of 630 kVA (2x630 kVA). The implementation of the project will create the necessary power reserve, which will allow increasing the number of connected subscribers from the current 50 to 400 private houses, which will give impetus to the full development of the neighborhood and provide housing for the families of Ukraine's defenders.&nbsp;

Проєкт передбачає будівництво нової трансформаторної підстанції для електрифікації перспективного житлового кварталу &laquo;Добринінський&raquo; у м. Славутич, який призначений для забудови ділянок розподілених учасниками АТО/ООС та іншим мешканцям міста. На сьогодні розвиток району критично обмежений нестачею потужності: існуючі мережі здатні забезпечити лише близько 50 домогосподарств, що унеможливлює подальше будівництво та заселення території.
Технічним рішенням заплановано встановлення комплектної трансформаторної підстанції (КТП) з двома силовими трансформаторами потужністю 630 кВа кожен (2х630 кВа). Реалізація проєкту створить необхідний резерв потужності, який дозволить збільшити кількість підключених абонентів з наявних 50 до 400 приватних будинків, що дасть поштовх для повноцінної забудови кварталу та забезпечення житлом родин захисників України.&nbsp;
