DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. I’ll quote it as my answer to this question: “Together, we are building a new culture of interaction and thinking, where every action matters, every person makes an impact, and the future begins with the decisions we make today. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. I genuinely believe that Ukraine’s success in this reform will inspire other countries, just as Prozorro and Diia once did. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

The public investment project involves the restoration of an apartment building damaged as a result of hostilities. The design and estimate documentation is currently being adjusted. The total estimated cost in current prices as of November 7, 2025 is UAH 32,055.460 thousand. Of this amount, costs already incurred (work performed) amount to UAH 15,992.246 thousand. Within the framework of the adjusted project, additional and residual construction work is being carried out to completely eliminate the emergency condition of the building and put it into operation.

Публічний інвестиційний проєкт передбачає відновлення багатоквартирного житлового будинку, пошкодженого внаслідок бойових дій. Наразі проводиться коригування проєктно-кошторисної документації. Загальна кошторисна вартість у поточних цінах станом на 07 листопада 2025 року складає 32 055,460 тис. грн. З цієї суми вже понесені витрати (виконані роботи) складають 15 992,246 тис. грн. У межах відкоригованого проєкту виконуються додаткові та залишкові будівельні роботи для повного усунення аварійного стану будівлі та введення її в експлуатацію.

Капітальний ремонт багатоквартирного житлового будинку по вул. Яблунська, 203-Д, м. Буча Бучанського району, Київської області - заходи з усунення аварій в багатоквартирному житловому фонді 

Restoration of the damaged facility through its comprehensive reconstruction. The proposed solution involved not only eliminating the effects of hostilities and thermal modernization, but also changing the technical and economic indicators of the building: adding an additional attic floor to increase the housing stock, completely replacing (rather than strengthening) the main load-bearing systems, changing the roof configuration, and radically redeveloping the interior spaces and stairwells in accordance with the latest building codes.

Відновлення пошкодженого об'єкта шляхом його комплексної реконструкції. Запропоноване рішення передбачало не лише усунення наслідків бойових дій та термомодернізацію, але й зміну техніко-економічних показників будівлі: надбудову додаткового мансардного поверху для збільшення житлового фонду, повну заміну (а не підсилення) основних несучих систем, зміну конфігурації даху та кардинальне перепланування внутрішніх просторів і сходових клітин відповідно до новітніх будівельних норм.

There are risks of rising prices for construction materials and inflation during the long construction period. There is also a risk of a shortage of qualified workers in contracting organizations, which may affect the schedule for the completion of the remaining work.

Є ризики здорожчання цін на будівельні матеріали та інфляційні процеси під час тривалого будівництва. Також існує ризик дефіциту кваліфікованих працівників у підрядних організаціях, що може вплинути на графік виконання залишкових робіт.

The main advantage of the project is that the overhaul of the building has already begun, and it is planned to complete it within the framework of the project. The advantages of the project also include the full restoration of the residential function of the facility, the extension of the building's service life, the increase in energy efficiency, comfort and safety. In addition, the overhaul provides a social effect - the return of residents to the community, the stabilization of the housing situation and the restoration of urban infrastructure.

основною перевагою проєкту є те, що капітальний ремонт будинку вже розпочато, а в межах проєкту планується його завершення. Переваги проєкту також включають повне відновлення житлової функції об'єкта, продовження терміну служби будівлі, підвищення енергоефективності, комфорту та безпеки. Крім того, капітальний ремонт забезпечує соціальний ефект — повернення мешканців до громади, стабілізацію житлової ситуації та відновлення міської інфраструктури.

Значне здорожчання проєкту у порівнянні з капітальним ремонтом. Суттєве збільшення термінів розробки дозвільної документації та виконання будівельно-монтажних робіт. Тривалий процес погодження нових меж та параметрів будівлі з усіма співвласниками. Відтермінування повернення мешканців до їхнього житла на 1.5 - 2 роки.

Increasing the total living area of the house, the possibility of 100% renovation of all structural elements of the building without exception, and the creation of more modern apartment layouts.

Збільшення загальної житлової площі будинку, можливість стовідсоткового оновлення всіх без винятку конструктивних елементів будівлі, створення сучасніших планувань квартир.

The public investment project involves the restoration of an apartment building damaged by hostilities. According to the adjusted design and estimate documentation, the total cost is 32,055.460 thousand UAH, of which emergency works worth 15,992.246 thousand UAH have already been completed. The project covers the remaining construction works: comprehensive thermal modernization, reinforcement of load-bearing structures, renewal of engineering networks, as well as ensuring physical accessibility and landscaping of the adjacent territory for the safe living of residents.

Публічний інвестиційний проєкт передбачає відновлення багатоквартирного житлового будинку, пошкодженого внаслідок бойових дій. Роботи з відновлення розпочаті у 2024 році за рахунок коштів Фонду ліквідації наслідків збройної агресії. У межах проєкту виконуються роботи із заміни покрівлі, влаштування водостічних систем, заміни віконних та дверних блоків, а також відновлення цокольної частини будівлі. Наразі проводиться коригування проєктно-кошторисної документації, відповідно до якої планується виконання додаткових робіт.&nbsp;
