 A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. Ranking is mandatory and must take into account active public investment projects and programmes.Why this matters: once the Ministry of Finance communicates the indicative ceiling for public investment, the Ministry of Economy allocates funds taking into account, among other things, the ranking of directions. The ranking thus directly determines which directions become primary and are included in the MIP.<h3 style="font-size:18px;margin:24px 0 12px;">5. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

The Rohatyn urban territorial community was formed as a result of the implementation of the administrative-territorial reform through the unification of 36 village councils and includes 72 settlements. The total area of the community is 634.76 km. The administrative center of the community is the city of Rohatyn, which is equidistant from the cities of Ternopil, Lviv, and Ivano-Frankivsk. Two highways of state and international importance, Lviv - Mukachevo and Stryi - Ternopil - Znamianka, pass through the territory of the community, as well as the Ternopil - Khodoriv railway line.

Рогатинська міська територіальна громада утворена в результаті реалізації адміністративно-територіальної реформи шляхом об&rsquo;єднання 36 сільських рад та включає 72 населених пункти. Загальна площа громади складає 634,76 км. Адміністративним центром громади є м. Рогатин, який знаходиться на рівновіддаленій відстані від м. Тернопіль, Львів, Івано-Франківськ. Територією громади проходить дві автодороги державного та міжнародного значення Львів &ndash; Мукачево та Стрий &ndash; Тернопіль &ndash; Знам&rsquo;янка, а також залізнична колія Тернопіль - Ходорів.

The project is aimed at modernizing the educational environment of the Rohatyn State Technical and Vocational School in accordance with the principles of the National State Educational Service through the renovation of classrooms - chemistry, mathematics and geography. It is planned to combine classic, time-tested visual and laboratory tools with basic digital tools, which will increase the safety, clarity and practical component of learning for all middle and high school students.

Delayed costs and rising modernization costs. “Zero capex now” means accumulating problems, higher future costs, maintaining high operating costs, and losing chances for external financing. Preservation of poor-quality learning conditions. “Process continuity” fixes current shortcomings: limited laboratories, poor visualization, safety risks - without improving results. Loss of organizational development. “Minimal effort” = lack of procurement/training/update of instructions; the team does not master new tools, which will complicate future implementation. High strategic risks. “Low implementation risks” today turn into lagging behind the National University of Science and Technology/Ministry of Education, possible control remarks, and reputational losses. Inertia and demotivation. “Stability of usual practices” preserves outdated methods, reduces innovation, and does not increase the motivation of students and teachers.

Відкладені витрати й зростання вартості модернізації. «Нульові капвидатки зараз» означають накопичення проблем, вищі майбутні витрати, збереження високих експлуатаційних витрат та втрату шансів на зовнішнє фінансування. Консервація неякісних умов навчання. «Безперервність процесу» фіксує нинішні недоліки: обмежені лабораторії, слабка візуалізація, ризики безпеки - без покращень результатів. Втрата організаційного розвитку. «Мінімальні зусилля» = відсутність закупівель/навчань/оновлення інструкцій; колектив не опановує нові інструменти, що ускладнить майбутнє впровадження. Високі стратегічні ризики. «Низькі впроваджувальні ризики» сьогодні перетворюються на відставання від НУШ/МОН, можливі зауваження контролю та репутаційні втрати. Інерція та демотивація. «Стабільність звичних практик» консервує застарілі методики, знижує інноваційність, не підвищує мотивацію учнів і педагогів.

The material and technical base has been brought up to modern lists; the deficit of visibility and practical work has been eliminated. Safe educational environment. A fume hood, chemically resistant surfaces, proper storage of reagents and PPE have been installed - reducing risks in chemistry lessons to an acceptable level. Improved quality of teaching. Modern software and multimedia, a full-fledged practical component - increasing motivation and learning outcomes. Inclusivity and accessibility. Adjustable workplaces, adapted visibility and navigation - equal opportunities for all students, including those with special educational needs. Optimization of maintenance costs. New furniture, LED lighting and equipment reduce the frequency of repairs and operating costs; major repairs are postponed. Expansion of funding sources. Compliance with standards opens access to grants/subsidies and partnership programs. Improving reputation and controllability. Satisfaction of parents and students, positive test results, increasing attractiveness of ZZSO.

Відповідність НУШ і вимогам МОН. Матеріально-технічна база приведена до сучасних переліків; ліквідовано дефіцит наочності та практичних робіт. Безпечне освітнє середовище. Встановлено витяжну шафу, хімстійкі поверхні, належне зберігання реактивів і ЗІЗ - зниження ризиків на уроках хімії до прийнятного рівня. Підвищена якість навчання. Сучасне ПЗ і мультимедіа, повноцінна практична складова - зростання мотивації та навчальних результатів. Інклюзивність і доступність. Регульовані робочі місця, адаптована наочність і навігація - рівні можливості для всіх учнів, у т.ч. з ООП. Оптимізація витрат утримання. Нові меблі, LED-освітлення та обладнання зменшують частоту ремонтів і експлуатаційні витрати; відтерміновується капремонт. Розширення джерел фінансування. Відповідність стандартам відкриває доступ до грантів/субвенцій і партнерських програм. Покращення репутації та контролепридатності. Задоволеність батьків і учнів, позитивні результати перевірок, зростання привабливості ЗЗСО.

- The goals of the National School of Education and the requirements of the Ministry of Education and Science are not achieved: the material and technical base remains incongruent, the deficit of visibility and practical work is not eliminated. - Safety risks: there is still no fume hood/chemical-resistant surfaces/proper storage of reagents; increased production risks in chemistry lessons. - Deteriorated quality of education: low visualization, lack of modern software, limited practical component - lower motivation and learning outcomes - Lack of inclusiveness: there are no regulated workplaces and adapted visibility for students with special educational needs. - Increased maintenance costs: old furniture and equipment require frequent minor (sometimes emergency) repairs; postponing modernization increases its future cost. - Lost funding opportunities: it is impossible to attract grants/subsidies that require compliance with modern standards. - Reputational and control risks: complaints from parents, reduced attractiveness of ZZSO institutions.

-	Не досягаються цілі НУШ і вимоги МОН: зберігається невідповідність матеріально-технічної бази, не усувається дефіцит наочності та практичних робіт. -	Ризики безпеки: залишаються відсутні витяжна шафа/хімстійкі поверхні/належне зберігання реактивів; підвищені виробничі ризики на уроках хімії. -	Погіршена якість освіти: низька візуалізація, відсутність сучасного ПЗ, обмежена практична складова - нижча мотивація та результати навчання -	Відсутня інклюзивність: немає регульованих робочих місць та адаптованої наочності для учнів з ООП. -	Зростання витрат на утримання: старі меблі та техніка потребують частих дрібних (інколи аварійних) ремонтів; відкладення модернізації підвищує її майбутню вартість. -	Втрачено можливості фінансування: неможливо залучити гранти/субвенції, що вимагають відповідності сучасним стандартам. -	Репутаційні та контрольні ризики:, скарги батьків, зниження привабливості закладів ЗЗСО.

-	Нульові капітальні видатки зараз: не потребує закупівель та ремонтів, зберігає бюджет у короткостроковій перспективі. -	Безперервність навчального процесу: відсутні простої на час робіт, не змінюється розклад. -	Мінімальні організаційні зусилля: не потрібні тендери, монтаж, навчання персоналу. -	Низькі впроваджувальні ризики: немає ризику зриву постачань/подорожчання. -	Стабільність звичних практик: педагоги й учні працюють у знайомому середовищі. Ці переваги не забезпечують досягнення цільових показників проєкту; вони короткострокові.
