 A Guide to Ensuring Building Accessibility has been presented

<article style="color:#1a1a1a;font-family:sans-serif;font-size:16px;line-height:1.6;max-width:800px;">On 1 May 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 612 "On Amendments to Cabinet of Ministers Resolution No. 294 of 28 February 2025", which concerns the Procedure for Developing and Monitoring the Implementation of the State's Medium-Term Priority Public Investment Plan (MIP).The updated provisions of the Procedure improve the mechanism for developing and monitoring the implementation of the MIP as a document that defines the principles of public investment over the medium term, and consolidates the role of the DREAM ecosystem as the digital backbone for implementing the Procedure.<h3 style="font-size:18px;margin:24px 0 12px;">1. DREAM as the official platform for MIP processes</h3>The Resolution confirms that until a dedicated Unified Information System for Public Investment Project Management is established, all processes — from submitting proposals to monitoring — will be carried out through the DREAM system. MIP proposals must be submitted electronically with a qualified electronic signature (QES).<h3 style="font-size:18px;margin:24px 0 12px;">2. Target indicators now require measurement indicators</h3>Previously, line ministries were only required to define the target indicators for public investment directions. Under the updated rules, each target indicator must be accompanied by measurement indicators - specific metrics with planned values for each year of the medium-term period. Requirements for indicators: specificity, measurability, achievability, and relevance - linked to baseline and planned values (in percentage terms) and to strategic planning documents.<h3 style="font-size:18px;margin:24px 0 12px;">3. The list of subsectors is now embedded directly in the Procedure</h3>The list of sectors and subsectors for public investment is now official. Ranking is mandatory and must take into account active public investment projects and programmes.Why this matters: once the Ministry of Finance communicates the indicative ceiling for public investment, the Ministry of Economy allocates funds taking into account, among other things, the ranking of directions. The ranking thus directly determines which directions become primary and are included in the MIP.<h3 style="font-size:18px;margin:24px 0 12px;">5. DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

The Rohatyn urban territorial community was formed as a result of the implementation of the administrative-territorial reform through the unification of 36 village councils and includes 72 settlements. The total area of the community is 634.76 km. The administrative center of the community is the city of Rohatyn, which is equidistant from the cities of Ternopil, Lviv, and Ivano-Frankivsk. Two highways of state and international importance, Lviv - Mukachevo and Stryi - Ternopil - Znamianka, pass through the territory of the community, as well as the Ternopil - Khodoriv railway line.

Рогатинська міська територіальна громада утворена в результаті реалізації адміністративно-територіальної реформи шляхом об&rsquo;єднання 36 сільських рад та включає 72 населених пункти. Загальна площа громади складає 634,76 км. Адміністративним центром громади є м. Рогатин, який знаходиться на рівновіддаленій відстані від м. Тернопіль, Львів, Івано-Франківськ. Територією громади проходить дві автодороги державного та міжнародного значення Львів &ndash; Мукачево та Стрий &ndash; Тернопіль &ndash; Знам&rsquo;янка, а також залізнична колія Тернопіль - Ходорів.

Installation of a network solar power plant (on-grid) on the building/territory of the lyceum without an energy storage system. The plant operates synchronously with the network and supplies the generated electricity for its own consumption during the day if there is voltage in the network. Composition: photovoltaic modules, network inverter, AC/DC protection, metering unit, mounting kit, cable and switching accessories, monitoring system. Integration is carried out in the input and distribution board in compliance with the PUE/DSTU/DBN and the requirements of the OSR.

Встановлення мережевої сонячної електростанції (on-grid) на будівлі/території ліцею без системи накопичення енергії. Станція працює синхронно з мережею та віддає вироблену електроенергію на власне споживання в денний час за наявності напруги у мережі. Склад: фотоелектричні модулі, мережевий інвертор, захисти AC/DC, вузол обліку, комплект кріплень, кабельно-комутаційне приладдя, система моніторингу. Інтеграція виконуються у ввідно-розподільчий щит із дотриманням ПУЕ/ДСТУ/ДБН та вимог ОСР.

Best fit for innovation/energy efficiency and climate goals; peak management, partial redundancy, dispatching; scalability. The only option that simultaneously delivers significant energy efficiency, increases resilience to outages, contributes to SDGs 7/9/11/12/13 and is DNSH compliant.

No redundancy during outages; the station operates only when there is voltage in the network. Less controllability of load peaks; dependence on the coincidence of generation with the consumption profile. Long payback: approximately ~65–98 years (CAPEX 1.1 million UAH / 16.86–11.24 thousand UAH/year).

Відсутнє резервування під час відключень; станція працює лише за наявності напруги у мережі.  Менша керованість піками навантаження; залежність від збігу генерації з профілем споживання.  Довга окупність: орієнтовно ~65–98 років (CAPEX 1,1 млн грн / 16,86–11,24 тис. грн/рік).

Lower CAPEX compared to hybrid solar power plant with battery; simpler operation. Direct daytime self-consumption and moderate savings (~10–15%). Faster implementation (without SNE approvals).

Нижчий CAPEX порівняно з гібридною СЕС із АКБ; простіша експлуатація.  Пряме денне самоспоживання і помірна економія (~10–15%).  Швидша реалізація (без погоджень щодо СНЕ).

The project involves the reconstruction of the power supply system of the Verkhnya Lipytsia Lyceum (address: 77043, Ivano-Frankivsk region, Ivano-Frankivsk district, Verkhnya Lipytsia village, Tsentralna st., 25) by installing a hybrid solar power plant with energy storage and automatic backup. The solution will reduce the institution's dependence on external networks, increase the reliability of power supply, and optimize energy costs. The complex includes photovoltaic modules, an inverter-battery unit, ATS/protection panels, a metering unit and dispatching, integrated into the existing network in compliance with the requirements of current regulations. 
Main tasks:

<li>design, examination and approval of technical solutions;</li> 
<li>purchase of equipment, installation of solar power plants, energy storage systems and ATS;</li> 
<li>commissioning, integration with metering and dispatching;</li> 
<li>training of personnel in operation and maintenance.&nbsp;</li> 
</ul> 
Main results: 
<ul> 
<li>expected annual reduction in electricity consumption: 20%;</li> 
<li>expected savings in budget funds for energy payments: 20%.</li>

Проєкт передбачає реконструкцію системи електропостачання Верхньолипицького ліцею (адреса: 77043, Івано-Франківська обл., Івано-Франківський р-н, с. Верхня Липиця, вул. Центральна, 25) шляхом встановлення гібридної сонячної електростанції з накопиченням енергії та автоматичним резервуванням. Рішення зменшить залежність закладу від зовнішніх мереж, підвищить надійність електроживлення та оптимізує витрати на енергоресурси. Комплекс включає фотоелектричні модулі, інверторно-акумуляторний блок, щити АВР/захисту, вузол обліку та диспетчеризацію, інтегровані в існуючу мережу з дотриманням вимог чинних норм.
Основні завдання:

<li>закупівля обладнання, монтаж СЕС, системи зберігання енергії та АВР;</li>
