DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

The first official written mention of Kryvyi Rih was found in the &quot;List of established postal stations along the Ingulets River from Kremenchuk to Kherson&quot; and dated April 27 (May 8) 1775. Now the city of Kryvyi Rih occupies an area of 431.4 km2 and has a length from north to south of 126 km (the longest in Europe) and a width of up to 20 km. Kryvorizhye is one of the richest regions of Ukraine in minerals. The most important among them are ore deposits, deposits of lignite, marble, dolomite (40% of balance reserves of Ukraine), roofing and talc slates, suric, ocher, mummy, building sand, loam, scandium, vanadium and about 40 elements of Mendeleev&#39;s table. complex use of which will ensure the well-being of future generations of Ukrainian citizens. The total explored reserves of iron ore in Kryvbas amount to more than 32 billion tons. Modern Kryvyi Rih is a large industrial city, which is evidenced by the fact that the monthly production volume of industrial products is equal to the similar indicators of the capital of Ukraine, Kyiv. Before the beginning of the military aggression of the Russian Federation against Ukraine, the share of Kryvyi Rih in the state GDP was 7-9%. According to the World Bank, due to Ukraine&#39;s loss of part of its territories and the destruction of a large number of industrial enterprises, the share of Kryvyi Rih in the country&#39;s GDP will be 17-19%. The city actively cooperates with international organizations/projects. The high level of trust in the city of Kryvyi Rih on the part of international partners makes it possible to implement important infrastructure projects and accelerate innovation processes in the city&#39;s economy. Kryvyi Rih is a city open to cooperation.

Зараз місто Кривий Ріг займає територію площею 431,4 км2 і має протяжність з півночі на південь 126 км (найбільша в Європі) та ширину до 20 км. Криворіжжя - один з найбагатших на корисні копалини районів України. Найбільш важливими серед них є рудні родовища, поклади бурого вугілля, мармуру, доломітів (40% балансових запасів України), покрівельних та талькових сланців, сурику, охри, мумії, будівельних пісків, суглинків, скандію, ванадію та ще близько 40 елементів таблиці Менделєєва, комплексне використання яких дозволить забезпечити добробут майбутніх поколінь громадян України.&nbsp; Загальні розвідані запаси залізних руд у Кривбасі складають понад 32 млрд.тонн.&nbsp;
Сучасний Кривий Ріг - це велике індустріальне місто, про що свідчить той факт, що місячний обсяг виробництва промислової продукції дорівнює аналогічним показникам столиці України міста Києва. До початку військової агресії рф проти України доля Кривого Рогу в державному ВВП складала 7-9%. За оцінкою Всесвітнього Банку, через втрату Україною частини територій та руйнування великої кількості промислових підприємств доля Кривого Рогу в ВВП країни становитиме 17-19%.&nbsp;&nbsp;
Місто активно співпрацює з міжнародними організаціями/проєктами. The reconstruction of the building of the dispensary "Rassvet" for temporary accommodation of internally displaced persons (IDPs) is planned at the address: Dnipropetrovsk region, Kryvyi Rih city, Kropyvnytskyi st., building 63a, which will make it possible to create 39 apartments for 109 internally displaced persons. All apartments on the first floors are inclusive. 12 apartments are planned for accommodation of IDPs on the first floor.&nbsp; &nbsp;The construction of apartments includes the final decoration of the premises, as well as minimal furnishing. The necessary networks and landscaping of the site are also provided.&nbsp;

Кропивницького будинок 63а, що дасть можливість створити 39 квартир для 109 внутрішньо переміщених осіб. Всі квартири перших поверхів інклюзивні. Comprehensive modernization of the existing building at 23a Kakhovska Street in Kryvyi Rih

In accordance with the terms of the Memorandum, the UFSI provides financing for the design and construction of the facility. The Kryvyi Rih City Council has undertaken to provide financing and implementation of work to connect the building to the city's engineering networks: water supply, sewage, electricity supply, heat supply and landscaping. The project to build new housing for IDPs is of crucial importance not only as a humanitarian initiative, but also as an element of national security, social cohesion and economic recovery of the country. The project provides for the construction of a dual-purpose protective structure, the placement of residential apartments and low-mobility groups on the first floor, and the arrangement of ramps.

Відповідно до умов Меморандуму, УФСІ забезпечує фінансування проєктування та будівництва об’єкту. Криворізька міська рада зобов’язалась забезпечити фінансування та виконання робіт з приєднання будинку до інженерних мереж міста: водопостачання, водовідведення, електропостачання, теплопостачання та благоустрою території. Проєкт будівництва нового житла для ВПО має вирішальне значення не лише як гуманітарна ініціатива, а й як елемент національної безпеки, соціальної згуртованості та економічного відновлення країни. Проєктом передбачено будівництво захисної споруди подвійного призначення, на першому поверсі розміщення житлових квартир та маломобільних груп населення та облаштування пандусів.

On January 31, 2023, by decision No. 1657, the Kryvyi Rih City Council granted consent to conclude a Framework Agreement for the project “Creation of conditions for the residence of internally displaced persons in the city of Kryvyi Rih, Dnipropetrovsk region” and was granted the functions of the customer for the implementation of design documentation and construction work on the overhaul of the “Dorm Building” facility on Kakhovska Street, 23v. According to the Memorandum of Cooperation on the Implementation of Joint Projects dated November 28, 2022, concluded between Construction Group, LLC and the Executive Committee of the Kryvyi Rih City Council, this project was proposed for the conclusion of a framework agreement on cooperation, but was rejected.

31.01.2023 року рішенням №1657 Криворізькою міською радою було надано згоду на укладання Рамкової угоди за проєктом «Створення умов для проживання внутрішньо переміщених осіб у м. Кривому Розі Дніпропетровської області» і надано функції замовника  на виконання проектної документації та будівельних робіт з капітального ремонту об’єкта «Будівля гуртожитку» на вул. Каховська, 23в. Згідно Меморандуму про співпрацю з реалізації спільних проектів від 28.11.2022, укладеного між Construction Group, LLC та виконавчим комітетом Криворізької міської ради даний проєкт був запропонований для укладання рамкової угоди про співпрацю, але був відхилений.

Створення 90 квартир для ПО

The project provides for&nbsp; the construction of a residential building for temporary residence of internally displaced persons (IDPs) with 39 apartments. The project will be implemented by reconstructing the building of the former dispensary "Rassvet" at the address: &nbsp;50096, Dnipropetrovsk region,&nbsp; Kryvyi Rih, Kropyvnytskyi st., 63a. High-quality housing allows IDPs to integrate into new communities, build a life, work and study. This helps to strengthen trust, reduces tension between the local population and displaced persons. The project will be implemented in partnership with the Ukrainian Social Investment Fund with financial support from the German Government, with which Kryvyi Rih MTG has been working since 2019. The experience of successful implementation of housing projects demonstrates the ability of Kryvyi Rih MTG to solve critical social challenges and strengthens its positive investment image.

Проєктом передбачено&nbsp; будівництво житлового будинку для тимчасового проживання внутрішньо переміщених осіб (ВПО) на 39 квартири. Реалізація проєкту відбуватиметься шляхом реконструкції будівлі колишнього профілакторію "Рассвет" за адресою : &nbsp;50096, Дніпропетровська обл.,&nbsp; м. Кривий Ріг, вул.Кропивницького, 63а. Якісне житло дає змогу ВПО інтегруватися в нові громади, будувати життя, працювати та навчатися. Це сприяє зміцненню довіри, зменшує напругу між місцевим населенням і переселенцями. Реалізація проєкту відбуватиметься у партнерстві з Українським фондом соціальних інвестицій за фінансової підтримки Уряду Німеччини, з якими Криворізька МТГ працює з 2019 року. Досвід успішної реалізації житлових проєктів демонструє здатність Криворізької МТГ вирішувати критичні соціальні виклики та зміцнює її позитивний інвестиційний імідж.
