The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. The community provides a space for peer-to-peer exchange, discussion of practical challenges, and access to professional support at all stages of public investment management. Regional centres of expertise Knowledge scaling is ensured through a network of regional partners, including Regional Development Agencies. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. The total value of the newly added initiatives exceeds UAH 1.1 trillion, distributed across the following sectors:<ul><li>Energy – 25 projects (UAH 660.06 billion)</li><li>Transport – 11 projects (UAH 387.8 billion)</li><li>Justice – 1 project (UAH 0.4 billion)</li><li>Municipal Infrastructure – 2 projects and 2 programs (UAH 76.8 billion)</li><li>Public Safety – 3 projects (UAH 2.5 billion)</li><li>Housing – 1 program (UAH 12.5 billion)</li><li>Education and Science – 1 program (UAH 6.0 billion)</li></ul>This brings the total number of investment projects planned for 2026 to 131, along with 64 public investment programs. All initiatives within the national SPP align with the priority areas outlined in Ukraine’s Medium-term plan. Full project and program details are available in the DREAM system: dream.gov.ua/ua/spp-pipeline and the analytics module: bi.dream.gov.ua/#/spp&nbsp; Earlier this year, in August, the first version of the national SPP was approved, comprising 89 projects and 60 programs. All projects and programs in the SPP are eligible for full or partial financing from the state budget in 2026. The SPP is developed at national, regional, and community levels via the DREAM system, ensuring transparency and accessibility for all stakeholders — including partner governments, international financial institutions, civil society, businesses, and the media — while opening new opportunities for investment and funding. The system is being implemented by the Ministry for Development of Communities and Territories of Ukraine together with the DREAM Project Office, supported by the “Digitalisation for Growth, Integrity, and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. The implementation partner is the Open Contracting Partnership.

PIM Reform: Updated National Single Project Pipeline Now Available in DREAM

On October 9–10, over 40 representatives from 22 communities across Ukraine took part in a training session focused on the stages of community involvement in the Public Investment Management (PIM) reform process. The training program, developed by managers of the DREAM Academy, included lectures, interactive workshops, and peer learning. Experts from the DREAM Project Office not only proposed solutions to challenges raised by communities but also helped analyze those challenges, define directions for further work, and detail potential solutions. Working in small groups, participants deepened their practical knowledge of approaches to public investment management, clarified definitions, and explored the logic and structure of the planning and project preparation methodology. Inna Stets, Chief Operating Officer of the DREAM Project Office, briefed participants on the current status of the Public Investment Management reform and the transformation of the DREAM system’s functionality according to the stages of implementation: “The reform is already being implemented in communities, and at its core is the DREAM system. The reform establishes unified rules for everyone, while DREAM accumulates strategic goals and needs at all levels of public administration on one platform and structures the processes related to the reform’s implementation. Through digitalization, transparency and openness of management processes are ensured, making investment projects structured, assessed, and visible to key stakeholders. It is worth noting that the UNDP team has already provided comprehensive support to 30 territorial communities that participated in the event in developing or updating their development strategies. These strategies serve as the foundation for forming medium-term plans, which represent the first stage in implementing the PIM reform. “UNDP’s training programs aim to support and strengthen community capacity. A medium-term plan is not just a document—it’s a vision of where you’re heading and what you aspire to achieve. Systems like the Public Investment Management system and DREAM play a key role in medium-term planning and the formation of investment portfolios. Gaining knowledge and skills in using these systems helps bring community dreams to life. The transparency and accountability these systems provide increase citizens’ trust and promote better governance at all levels. They allow communities to attract funding from international financial institutions and use it more effectively to implement their investment projects,” said UNDP Program Manager Mizuho Yokoi. These training events are crucial for enhancing the capacity of local self-government bodies to effectively plan and structure investment projects, which is an essential prerequisite for attracting budget funding for investment initiatives and programs.

How to Prepare High-Quality MIPs and Form Project Pipelines: A Training for Communities Held in Kyiv

The first official written mention of Kryvyi Rih was found in the &quot;List of established postal stations along the Ingulets River from Kremenchuk to Kherson&quot; and dated April 27 (May 8) 1775. Now the city of Kryvyi Rih occupies an area of 431.4 km2 and has a length from north to south of 126 km (the longest in Europe) and a width of up to 20 km. Kryvorizhye is one of the richest regions of Ukraine in minerals. Before the beginning of the military aggression of the Russian Federation against Ukraine, the share of Kryvyi Rih in the state GDP was 7-9%. According to the World Bank, due to Ukraine&#39;s loss of part of its territories and the destruction of a large number of industrial enterprises, the share of Kryvyi Rih in the country&#39;s GDP will be 17-19%. The city actively cooperates with international organizations/projects. The high level of trust in the city of Kryvyi Rih on the part of international partners makes it possible to implement important infrastructure projects and accelerate innovation processes in the city&#39;s economy. Kryvyi Rih is a city open to cooperation.

The technical solution involves the installation and use of hybrid solar power plants integrated into the existing power supply system of the enterprise's facilities. The plants consist of solar photovoltaic modules, hybrid inverters, batteries and energy monitoring systems, which ensures the production of electricity from a renewable source. The solution provides for the possibility of a phased increase in capacity and retrofitting with batteries without replacing the main equipment.&nbsp;

Технічне рішення передбачає встановлення та використання гібридних сонячних електростанцій, інтегрованих у наявну систему електропостачання об&rsquo;єктів підприємства. Станції складаються з сонячних фотоелектричних модулів, гібридних інверторів, акумуляторних батарей та систем енергомоніторингу, що забезпечує виробництво електричної енергії з відновлюваного джерела. Рішення передбачає можливість поетапного нарощування потужності та дооснащення акумуляторними батареями без заміни основного обладнання.&nbsp;

The implementation of the measures requires initial capital investments and proper adaptation of technical solutions to the existing electrical infrastructure of the enterprise. During operation, the gradual degradation of photovoltaic modules and the need for regular maintenance of the equipment are also taken into account. The indicated shortcomings are predictable and technically controllable and do not reduce the overall feasibility of the project, given its strategic importance for ensuring the sustainable functioning of water supply systems and improving the quality of life of community residents.

Реалізація заходів потребує початкових капітальних вкладень та належної адаптації технічних рішень до наявної електротехнічної інфраструктури підприємства. У процесі експлуатації також враховується поступова деградація фотоелектричних модулів і необхідність регулярного технічного обслуговування обладнання. Вказані недоліки є прогнозованими та технічно контрольованими і не знижують загальної доцільності проєкту, зважаючи на його стратегічну важливість для забезпечення сталого функціонування систем водопостачання та підвищення якості життя мешканців громади.

The implementation of the project will partially meet the company's electricity needs from a renewable source, reduce dependence on centralized electricity supply, and minimize the risks of water supply interruptions in the event of emergency or planned power outages. In addition, it is expected to reduce operating costs by reducing electricity consumption from the network, which also reduces CO2 emissions and negative environmental impact.

Реалізація проєкту дозволить частково забезпечити потреби підприємства в електричній енергії за рахунок відновлюваного джерела, зменшити залежність від централізованого електропостачання та мінімізувати ризики переривання водопостачання у разі аварійних або планових відключень електроенергії. Додатково очікується скорочення експлуатаційних витрат за рахунок зменшення споживання електроенергії з мережі, що також забезпечує зниження викидів CO2 та негативного впливу на довкілля.

Disadvantages include high operating costs associated with ongoing fuel and maintenance costs, dependence on uninterrupted fuel supplies in wartime conditions, significant CO₂ emissions and increased noise pollution, and a shorter equipment life. Additional risks include the possibility of water hammer during non-automated switching of operating modes, which can lead to burst pipelines and failure of the electrical part of the equipment, as well as the lack of proper energy stability of the system as a whole.

Недоліками є високі експлуатаційні витрати, пов’язані з постійними витратами на паливо та технічне обслуговування, залежність від безперебійних поставок палива в умовах воєнного часу, значні викиди CO₂ та підвищене шумове навантаження, а також коротший ресурс обладнання. Додатковими ризиками є можливість виникнення гідравлічних ударів при неавтоматизованому переключенні режимів роботи, що може призводити до поривів трубопроводів і виходу з ладу електричної частини обладнання, а також відсутність належної енергетичної стійкості системи в цілому.

The project is aimed at increasing the energy efficiency, sustainability and reliability of the water supply and wastewater systems of the city of Kryvyi Rih by installing distributed solar power plants and energy storage systems at the pumping stations of the Kryvbasvodokanal municipal enterprise. It is also planned to implement a system for monitoring and analytics of solar power plants, which provides continuous collection, processing and visualization of data on generation volumes, electricity consumption, self-consumption levels, battery operation and modes of interaction with electrical networks. The monitoring system is planned taking into account the possibility of scaling and phased connection of new generation facilities, including other solar power plants and energy storage systems, without the need to replace the basic software and hardware complex. 
The implementation of the project will ensure the uninterrupted functioning of critical infrastructure during peak loads and emergency power outages, reduce electricity consumption from the network and the company's costs, and also allow for effective balancing of energy consumption. 
The project has been prepared for participation in the Solar Backup for Critical Infrastructure project, which is being implemented with the support of the Swiss State Secretariat for Economic Affairs (SECO). The potential collaboration will ensure the attraction of funding, international expertise and compliance with EU environmental standards. Thanks to this, the initiative has a comprehensive impact: it strengthens the city's energy sustainability, helps reduce CO2 emissions, increases resource efficiency and makes a significant contribution to achieving the community's climate and socio-economic goals.

Проєкт спрямований на підвищення енергетичної ефективності, стійкості та надійності роботи систем водопостачання і водовідведення міста Кривого Рогу шляхом встановлення розподілених сонячних електростанцій та систем накопичення енергії на насосних станціях КП &laquo;Кривбасводоканал&raquo;. Також передбачається впровадження системи моніторингу та аналітики роботи сонячних електростанцій, що забезпечує безперервний збір, обробку та візуалізацію даних щодо обсягів генерації, споживання електричної енергії, рівня самоспоживання, роботи акумуляторних батарей та режимів взаємодії з електричними мережами.Система моніторингу передбачаєтсья з урахуванням можливості масштабування та поетапного підключення нових об&rsquo;єктів генерації, у тому числі інших сонячних електростанцій та систем накопичення енергії, без необхідності заміни базового програмно-апаратного комплексу.
Реалізація проєкту забезпечить безперебійне функціонування критичної інфраструктури під час пікових навантажень та аварійних відключень електроенергії, зменшить споживання електроенергії з мережі та витрати підприємства, а також дозволить ефективно балансувати енергоспоживання.
Проєкт підготовлено для участі у проєкті Solar Backup for Critical Infrastructure, який проводиться за підтримки Державного секретаріату Швейцарії з економічних питань (SECO). Потенційна співпраця забезпечить залучення фінансування, міжнародну експертизу й дотримання екологічних стандартів ЄС. Завдяки цьому ініціатива має комплексний вплив: вона зміцнює енергетичну стійкість міста, сприяє скороченню викидів CO2, підвищує ефективність використання ресурсів і робить вагомий внесок у досягнення кліматичних та соціально-економічних цілей громади.
