The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. The community provides a space for peer-to-peer exchange, discussion of practical challenges, and access to professional support at all stages of public investment management. Regional centres of expertise Knowledge scaling is ensured through a network of regional partners, including Regional Development Agencies. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. All initiatives within the national SPP align with the priority areas outlined in Ukraine’s Medium-term plan. All projects and programs in the SPP are eligible for full or partial financing from the state budget in 2026. The SPP is developed at national, regional, and community levels via the DREAM system, ensuring transparency and accessibility for all stakeholders — including partner governments, international financial institutions, civil society, businesses, and the media — while opening new opportunities for investment and funding. The system is being implemented by the Ministry for Development of Communities and Territories of Ukraine together with the DREAM Project Office, supported by the “Digitalisation for Growth, Integrity, and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. The implementation partner is the Open Contracting Partnership.

PIM Reform: Updated National Single Project Pipeline Now Available in DREAM

On October 9–10, over 40 representatives from 22 communities across Ukraine took part in a training session focused on the stages of community involvement in the Public Investment Management (PIM) reform process. The training program, developed by managers of the DREAM Academy, included lectures, interactive workshops, and peer learning. Working in small groups, participants deepened their practical knowledge of approaches to public investment management, clarified definitions, and explored the logic and structure of the planning and project preparation methodology. Inna Stets, Chief Operating Officer of the DREAM Project Office, briefed participants on the current status of the Public Investment Management reform and the transformation of the DREAM system’s functionality according to the stages of implementation: “The reform is already being implemented in communities, and at its core is the DREAM system. The reform establishes unified rules for everyone, while DREAM accumulates strategic goals and needs at all levels of public administration on one platform and structures the processes related to the reform’s implementation. Through digitalization, transparency and openness of management processes are ensured, making investment projects structured, assessed, and visible to key stakeholders. It is worth noting that the UNDP team has already provided comprehensive support to 30 territorial communities that participated in the event in developing or updating their development strategies. These strategies serve as the foundation for forming medium-term plans, which represent the first stage in implementing the PIM reform. “UNDP’s training programs aim to support and strengthen community capacity. A medium-term plan is not just a document—it’s a vision of where you’re heading and what you aspire to achieve. Systems like the Public Investment Management system and DREAM play a key role in medium-term planning and the formation of investment portfolios. Gaining knowledge and skills in using these systems helps bring community dreams to life. The transparency and accountability these systems provide increase citizens’ trust and promote better governance at all levels. They allow communities to attract funding from international financial institutions and use it more effectively to implement their investment projects,” said UNDP Program Manager Mizuho Yokoi. These training events are crucial for enhancing the capacity of local self-government bodies to effectively plan and structure investment projects, which is an essential prerequisite for attracting budget funding for investment initiatives and programs.

The first official written mention of Kryvyi Rih was found in the &quot;List of established postal stations along the Ingulets River from Kremenchuk to Kherson&quot; and dated April 27 (May 8) 1775. Before the beginning of the military aggression of the Russian Federation against Ukraine, the share of Kryvyi Rih in the state GDP was 7-9%. According to the World Bank, due to Ukraine&#39;s loss of part of its territories and the destruction of a large number of industrial enterprises, the share of Kryvyi Rih in the country&#39;s GDP will be 17-19%. The city actively cooperates with international organizations/projects. The high level of trust in the city of Kryvyi Rih on the part of international partners makes it possible to implement important infrastructure projects and accelerate innovation processes in the city&#39;s economy. Kryvyi Rih is a city open to cooperation.

Installation of a modular boiler house requires one-time significant capital costs associated with the purchase of factory-made equipment, the performance of preparatory construction works and connection to engineering networks. Design solutions must be clearly coordinated with the existing conditions of development and engineering infrastructure, which may limit the options for placing the boiler house on the site. The modular boiler house has fixed overall dimensions and design parameters, which to some extent limits the possibilities of individual equipment layout and subsequent reconstruction without replacing individual modules. In the event of a change in thermal loads, there may be a need to install additional modules or modernize the system. Operation of a modular boiler house requires compliance with the manufacturer's regulations, the use of certified spare parts and the involvement of qualified personnel for technical maintenance, which may affect the organization of operational processes.

Встановлення блочно-модульної котельні потребує одноразових значних капітальних витрат, пов’язаних із придбанням обладнання заводського виготовлення, виконанням підготовчих будівельних робіт та приєднанням до інженерних мереж. Проєктні рішення мають бути чітко узгоджені з існуючими умовами забудови та інженерної інфраструктури, що може обмежувати варіанти розміщення котельні на ділянці.  Блочно-модульна котельня має фіксовані габаритні та конструктивні параметри, що певною мірою обмежує можливості індивідуального компонування обладнання та подальшої реконструкції без заміни окремих модулів. У разі зміни теплових навантажень може виникнути потреба у встановленні додаткових модулів або модернізації системи.  Експлуатація блочно-модульної котельні вимагає дотримання регламентів виробника, використання сертифікованих запасних частин та залучення кваліфікованого персоналу для технічного обслуговування, що може впливати на організацію експлуатаційних процесів.

Reconstruction of the boiler house with the installation of a block-modular boiler house ensures a modern technical level of the heat supply system and compliance with current regulatory requirements. The factory readiness of the block-modular boiler house guarantees high quality installation of the main equipment, reduced work deadlines and predictability of the technical characteristics of the facility. The use of modern boiler equipment with automated control systems ensures stable and safe operation of the boiler house in various operating modes, as well as accurate maintenance of coolant parameters in accordance with the actual needs of consumers. Comprehensive automation allows for constant monitoring of technological processes and increases operational reliability. The block-modular design of the boiler house ensures compact equipment placement, ease of maintenance and the possibility of further modernization or expansion of capacity without significant intervention in the existing infrastructure. Design solutions provide for the integration of modern energy accounting systems, which ensures transparency of operation and control of equipment operation. Reconstruction of the boiler house also contributes to increasing the level of industrial and fire safety, improving working conditions for service personnel and compliance with environmental requirements.

Заводська готовність блочно-модульної котельні гарантує високу якість монтажу основного обладнання, скорочення термінів виконання робіт та прогнозованість технічних характеристик об’єкта.  Застосування сучасного котельного обладнання з автоматизованими системами керування забезпечує стабільну та безпечну роботу котельні в різних режимах експлуатації, а також точне підтримання параметрів теплоносія відповідно до фактичних потреб споживачів. Комплексна автоматизація дозволяє здійснювати постійний контроль технологічних процесів та підвищує надійність експлуатації. The block-modular boiler house (BMK) is designed to supply thermal energy for heating needs to existing consumers of the municipal enterprise of heat networks "Kryvorizhteplomerezha". The boiler plant equipment is mounted inside the container. The container structure is welded, made of steel sheets and profiles, with a 100 mm thick insulation made of non-combustible material. The degree of fire resistance of the container is IIIa according to DBN V.1.1-7. The communications exits are through the walls of the container. The boiler plant is made on the basis of two steel fire-tube water-heating gas boilers. Natural gas is used to produce thermal energy, which is supplied to the boiler house via a designed pipeline from the existing gas pipeline with a SHGRP installation to reduce the pressure to the design value. Structurally, the BMK provides for the possibility of switching to diesel fuel. The nominal thermal power of the boiler room equipment is 516 kW. The nominal thermal efficiency is 466 kW. The heat supply system is a closed two-pipe system. Thermal energy is released from the boiler room with heated water according to the temperature schedule T1-T2 = 90-70˚С. The maximum operating pressure is 0.6 MPa. The BMK-500 block-modular boiler room is a finished product (manufactured in accordance with TU U 28.2-20016760-026-2023), which is supplied by the manufacturer in a fully equipped form with all technological, construction and fire protection systems. This project does not develop the internal systems and equipment of the BMK. It is planned to connect the BMK to gas, heat, water, electricity and sewage networks.

Блочно-модульна котельня (БМК) призначена для постачання теплової енергії на потреби опалення існуючим споживачам комунального підприємства теплових мереж &laquo;Криворіжтепломережа&raquo;.Обладнання котельної установки змонтоване всередині контейнера. Конструкція контейнера &ndash; зварна, зі сталевих листів та профілів, з утеплювачем завтовшки 100 мм з негорючого матеріалу. Ступінь вогнестійкості контейнера &ndash; ІІІа за ДБН В.1.1-7. Виходи комунікацій &ndash; через стіни контейнера.Котельна установка вироблена на базі двох сталевих жаротрубних водогрійних газових котлів. Для виготовлення теплової енергії використовується природний газ, який постачається на котельню по проектованому трубопроводу від існуючого газопроводу з установкою ШГРП для зниження тиску до розрахункового. Конструктивно у БМК передбачена можливість переходу на дизельне паливо.Номінальна теплова потужність обладнання котельні 516 кВт.Номінальна теплопродуктивність 466 кВт.Система теплопостачання &ndash; закрита двотрубна.З котельні теплова енергія відпускається нагрітою водою по температурному графіку T1-T2 = 90-70˚С.Максимальний робочий тиск 0,6МПа.Блочно-модульна котельня БМК-500 є готовим виробом (виготовляється відповідно ТУ У 28.2-20016760-026-2023), що постачається заводом-виробником у повністю укомплектованому вигляді з усіма технологічними, будівельними та протипожежними системами.Даним проєктом внутрішні системи та обладнання БМК не розробляється.
