DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. The community provides a space for peer-to-peer exchange, discussion of practical challenges, and access to professional support at all stages of public investment management. Regional centres of expertise Knowledge scaling is ensured through a network of regional partners, including Regional Development Agencies. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Academy: A Centre of Competence in Public Investment Management

The updated community investment profile is now available in the DREAM system. The page provides basic information about the community, a brief overview, and contact details of the responsible representative. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We are developing tools for citizen engagement through DREAM, along with many other features and services. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

Viktor NESTULIA: The Future Begins with the Decisions We Make Today

An additional 42 projects and 4 programs have been included in Ukraine’s national Single Project Pipeline (SPP), following approval by the Strategic Investment Council. The total value of the newly added initiatives exceeds UAH 1.1 trillion, distributed across the following sectors:<ul><li>Energy – 25 projects (UAH 660.06 billion)</li><li>Transport – 11 projects (UAH 387.8 billion)</li><li>Justice – 1 project (UAH 0.4 billion)</li><li>Municipal Infrastructure – 2 projects and 2 programs (UAH 76.8 billion)</li><li>Public Safety – 3 projects (UAH 2.5 billion)</li><li>Housing – 1 program (UAH 12.5 billion)</li><li>Education and Science – 1 program (UAH 6.0 billion)</li></ul>This brings the total number of investment projects planned for 2026 to 131, along with 64 public investment programs. All initiatives within the national SPP align with the priority areas outlined in Ukraine’s Medium-term plan. The SPP is developed at national, regional, and community levels via the DREAM system, ensuring transparency and accessibility for all stakeholders — including partner governments, international financial institutions, civil society, businesses, and the media — while opening new opportunities for investment and funding. The system is being implemented by the Ministry for Development of Communities and Territories of Ukraine together with the DREAM Project Office, supported by the “Digitalisation for Growth, Integrity, and Transparency” (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. PIM Reform: Updated National Single Project Pipeline Now Available in DREAM

On October 9–10, over 40 representatives from 22 communities across Ukraine took part in a training session focused on the stages of community involvement in the Public Investment Management (PIM) reform process. The training program, developed by managers of the DREAM Academy, included lectures, interactive workshops, and peer learning. Experts from the DREAM Project Office not only proposed solutions to challenges raised by communities but also helped analyze those challenges, define directions for further work, and detail potential solutions. Working in small groups, participants deepened their practical knowledge of approaches to public investment management, clarified definitions, and explored the logic and structure of the planning and project preparation methodology. Inna Stets, Chief Operating Officer of the DREAM Project Office, briefed participants on the current status of the Public Investment Management reform and the transformation of the DREAM system’s functionality according to the stages of implementation: “The reform is already being implemented in communities, and at its core is the DREAM system. The reform establishes unified rules for everyone, while DREAM accumulates strategic goals and needs at all levels of public administration on one platform and structures the processes related to the reform’s implementation. Through digitalization, transparency and openness of management processes are ensured, making investment projects structured, assessed, and visible to key stakeholders. It is worth noting that the UNDP team has already provided comprehensive support to 30 territorial communities that participated in the event in developing or updating their development strategies. These strategies serve as the foundation for forming medium-term plans, which represent the first stage in implementing the PIM reform. “UNDP’s training programs aim to support and strengthen community capacity. A medium-term plan is not just a document—it’s a vision of where you’re heading and what you aspire to achieve. Systems like the Public Investment Management system and DREAM play a key role in medium-term planning and the formation of investment portfolios. Gaining knowledge and skills in using these systems helps bring community dreams to life. The transparency and accountability these systems provide increase citizens’ trust and promote better governance at all levels. They allow communities to attract funding from international financial institutions and use it more effectively to implement their investment projects,” said UNDP Program Manager Mizuho Yokoi. These training events are crucial for enhancing the capacity of local self-government bodies to effectively plan and structure investment projects, which is an essential prerequisite for attracting budget funding for investment initiatives and programs.

How to Prepare High-Quality MIPs and Form Project Pipelines: A Training for Communities Held in Kyiv

From September 1 to 10, communities submitted projects that met the established selection criteria through the DREAM system. All submitted projects underwent automatic prioritization according to defined criteria using the software tools of the DREAM system. The generated ranking list was reviewed by the expert commission, which made decisions on financing. As a result of the selection, 48 projects totaling UAH 1 billion were approved. According to the principle of fair distribution of funds: 50% of SFRD resources are allocated to projects in frontline regions, 30% – to projects in central regions, 20% – to projects in western regions. Koblivska rural territorial community Koblivka rural territorial community was formed on September 13, 2016 by merging four village councils of Berezansky district of Mykolaiv region. According to the order of the Cabinet of Ministers of Ukraine dated April 15, 2020 No. 480-r &quot;On approval of the long-term plan for the formation of community territories of Mykolaiv region&quot;, the community included Tuzlivka and Anatolivka village councils. The community includes 12 settlements: the village of Kobleve, the village of Vynogradne, the village of Morske, the village of Rybakivka, the village of Luhove, the village of Hlyboke, the village of Novofedorivka, the village of Fedorivka, the village of Ukrainka, the village of Bessarabka, Tuzly, and Anatolivka. The administrative center is the village of Kobleve, which is located in the Mykolaiv district of the Mykolaiv region, located on the shore of the Tyligul estuary, 11 km from the city of Yuzhne, Odessa region, as well as 22 km from the deepest port in Ukraine - the MTP &quot;PIVDENNYI&quot; and 45 km from the nearest railway station and Odesa airport. The distance from the administrative center of the community to the regional center is 78 km. The distance from the administrative center to settlements is: minimum - 5 km, maximum - 47.2 km. The M-14 (E 58) highway of international and national importance Odesa - Novoazovsk passes through the territory of the Koblivka Village Council, which is part of the European corridor &quot;Black Sea Economic Community&quot;. The total area of the community territory is 416.257 km (41,625.7 hectares). The southern part of the territory of the Koblivsk community runs along the Black Sea, the western border runs along the coast of the Tyligulsky estuary. It borders in the west with the Odessa district of the Odessa region (Yuzhnensk city territorial community and Vyzyrsk settlement territorial community), in the north and east - with the Berezan settlement territorial community of the Mykolaiv district of the Mykolaiv region. The climate of the territory is moderately continental, due to its location on one side near the Black Sea, and on the other in the steppe zone, which is characterized by long warm summers, mild winters with little snow, insufficient moisture and dry periods. In July and August, sunny, hot and dry weather prevails. Winter is short, warm, with frequent thaws and unstable snow cover. The average annual air temperature is + 9.9 ºС. The average annual relative air humidity is 77%. The average annual amount of precipitation is 353 mm. The relief of the territory of the Koblevo community is mainly flat and intersected by shallow gullies, at the highest point it does not reach 50 meters above sea level. The northern and southeastern parts of the territory are located on a Pliocene terrace and are characterized by a gently sloping relief with absolute elevations of 30-42 mBS, the escarpment of which within the village of Koblevo passes into a gentle slope. The flat part of the terrace breaks off towards the sea and the estuary with a steep-sloping escarpment with ravines and gullies, which is characterized by landslide processes. The rest of the territory, where the recreational area (recreation area &quot;KOBLEO&quot;) is located, is located on the Black Sea coast, borders the Tiligul estuary on the western side, and is a low-lying flat area with predominantly absolute surface elevations of 1-2 mBS. The population of the community as of January 1, 2026 is 7,614 people. The number of IDPs as of January 1, 2026 is 1,145 people. Specialization of the community economy: in the southern territories there is a tourism sector, in the northern territories there are agricultural areas engaged in the commercial production of agricultural products. Given the ecologically clean territory and favorable natural climatic conditions, the community has a well-developed resort industry, including numerous hotels and recreation centers for family recreation, as well as water parks, a dolphinarium, restaurants and cafes. Along the Black Sea coast, from Koblevo to the entrance to the Berezansky estuary, there are 241 tourist and vacationer accommodation facilities on the territory of the community - recreation centers, boarding houses, children&#39;s camps, which together have 35,302 beds. The unique soil and climatic conditions of our area have allowed us to grow the best European varieties of grapes since 1792. Currently, vineyards with a total area of 1996.43 hectares have been planted on significant areas of agricultural land, the grapes from which are processed in the village of Vinogradne, where the winemaking enterprise PJSC “KOBLEVO” operates, which produces 20 million bottles of wine per year, including dry, semi-dry, semi-sweet, dessert and fortified wines, as well as champagne and cognac. The community&#39;s industry is represented by food processing, processing, and wind power enterprises. The community&#39;s main industrial products are wine products and electrical energy. The agricultural group is represented by more than 60 agricultural enterprises (estimated number of employees – 670 people). The community’s export goods are agricultural products: grains, oilseeds. The only enterprise that carries out direct export deliveries of products abroad is JSC “Koblevo”. Its export goods are wines and cognacs of the “Koblevo” trademark. JSC “Koblevo” is the largest wine production plant in Ukraine, which annually produces 20 million bottles of wine. The plant’s product range includes about 30 types of wines. Wind energy. Wind energy is produced on the territory of the community, the number of wind power plants (WPPs) is constantly growing and currently amounts to 10 units, located in the village of Tuzly: - 2 WPPs - LLC &quot;Singa Energy&quot;; - 3 WPPs - LLC &quot;Wind Park Prychornomorsky&quot;; - 5 WPPs - PrJSC &quot;Wind Park Ochakivsky&quot; - 9. Also on the territory of the Koblivska community in the village of Anatolivka, the DTEK Tyligulska WPP with a capacity of 250 MW is located. The operation of the station will allow reducing CO2 emissions into the atmosphere by up to 2 million tons annually. In total, 21 innovative land-based wind turbines manufactured by Vestas, with a unit capacity of 6 MW, will be installed at the Tyligulska WPP. Overall environmental assessment: the community has the image of an eco-territory, the community sets environmental requirements for existing and new businesses in its territory. On the Eastern and Western shores of the Tyligul estuary, there are currently two regional landscape parks of the same name, which are municipal enterprises of the Odessa and Mykolaiv regional state administrations, respectively - Tyligul Regional Landscape Park (Odesa region) and Tyligul Regional Landscape Park (Mykolaiv region), it also includes the ornithological reserve of local importance &quot;Lower reaches of the Tyligul estuary&quot;. The park ensures the preservation of valuable natural complexes and historical and cultural sites of Tyligul, conditions for organized tourism and recreation, conducting scientific research, and promoting environmental knowledge. On the territories of the Tyligul estuary there are a large number of reserves that allow you to see rare representatives of flora and fauna in their natural habitat: &quot;Kalynivskyi&quot; (botanical), &quot;Kairovskyi&quot; (landscape); &quot;Tyligulskyi Peresyp&quot; (ornithological). The estuary is included in the international list of water bodies of the Ramsar Convention on the Protection of Wetlands. 14 The Rybakivka branch of the National Nature Park &quot;Beloberezhya Sviatoslava&quot; also operates on the territory of the community, which includes Lake Solonets-Tuzly, which has healing mud (treatment of nervous diseases, joint diseases, bones) and the Hydrological Reserve &quot;Salt Lake&quot; with an area of 375.0 hectares., and in the village of Rybakivka there is an object of the nature reserve fund &quot;Dzherelo&quot; - a hydrological monument of nature. Urban planning documentation has been developed and approved: detailed plans of territories, including beyond its borders; planning scheme of the Koblivka Village Council, as well as General Plans of the community&#39;s settlements.

Коблівська сільська територіальна громада була утворена 13 вересня 2016 року шляхом об&rsquo;єднання чотирьох сільських рад Березанського району Миколаївської області. Згідно розпорядження КМУ від 15 квітня 2020 р. № 480-р &laquo;Про затвердження перспективного плану формування територій громад Миколаївської області&raquo; до складу громади увійшли Тузлівська та Анатолівська сільські ради.&nbsp;
До складу громади входять 12 населених пункти: с. Коблеве, с. Виноградне, с. Морське, с. Рибаківка, с. Лугове, с. Глибоке, с. Новофедорівка, с. Федорівка, с. Українка, с. Бессарабка, Тузли, Анатолівка.
Адміністративним центром є село Коблеве, яке розташоване у Миколаївському районі Миколаївської області, розташоване на березі Тилігульського лиману, в 11 км від міста Южне, Одеської області, а також в 22 км від найглибшого порту в Україні &ndash; МТП &laquo;ПІВДЕННИЙ&raquo; та за 45 км від найближчої залізничної станції й аеропорту Одеса.
Відстань від адміністративного центру громади до обласного центру &ndash; 78 км. Відстань від адміністративного центру до населених пунктів складає: мінімальна - 5 км, максимальна - 47,2 км.Через територію Коблівської сільської ради проходить автомагістраль М-14 (Е 58) міжнародного та державного значення Одеса &ndash; Новоазовськ, що є частиною європейського коридору &laquo;Чорноморське економічне співтовариство&raquo;.Загальна площа території громади - 416,257 км (41 625,7 га).
Південна частина території Коблівської громади пролягає уздовж Чорного моря, західна межа проходить вздовж узбережжя Тилігульського лиману. Межує на заході з Одеським районом Одеської області (Южненська міська ТГ та Визирська селищна ТГ), на півночі та на сході &ndash; з Березанською селищною територіальною громадою Миколаївського району Миколаївської області.
Клімат території помірно континентальний, обумовлений її розташуванням з однієї сторони поблизу Чорного моря, а з іншої в степовій зоні, що характеризується тривалим теплим літом, малосніжною м&rsquo;якою зимою, недостатнім зволоженням і засушливими періодами. В липні та серпні переважає сонячна, жарка і суха погода. Зима коротка тепла, з частими відлигами і нестійким сніговим покровом. Середньорічна температура повітря + 9,9 &ordm;С. Середньорічна відносна вологість повітря - 77%. Середньорічна кількість атмосферних опадів - 353 мм.
Рельєф території Коблівської громади переважно рівнинний та посічений неглибокими балками, в найвищій точці не досягає 50 метрів над рівнем моря. Північна та південно-східна частини території розташовані на пліоценовій терасі і характеризуються полого-рівнинним рельєфом з абсолютними відмітками 30-42 мБС, уступ якої в межах с. Коблеве переходить в пологий схил. Рівнинна частина тераси обривається в сторону моря і лиману крутосхиловим уступом з ярами і балками, який характеризується зсувними процесами. Решта території, де розташована рекреаційна територія (зона відпочинку &laquo;КОБЛЕВО&raquo;), знаходиться на узбережжі Чорного моря, з західної сторони межує з Тилігульським лиманом, являє собою понижені плоскі території з переважними абсолютними відмітками поверхні 1-2 мБС.
Чисельність населення громади станом на 01.01.2026 становить 7614 осіб.
Кількість ВПО станом на 01.01.2026 &ndash; 1145 осіб.
Спеціалізація економіки громади: на південних територіях туристичний сектор, північні території це сільськогосподарські площі, зайняті в товарному виробництві сільськогосподарської продукції.
Враховуючи екологічно чисту територію, сприятливі природні кліматичні умови, у громаді досить розвинена курортна індустрія, зокрема є численні готелі та бази відпочинку для сімейного відпочинку, а також аквапарки, дельфінарій, ресторани та кафе. Уздовж берега Чорного Моря, від Коблево до входу в Березанський лиман, на території громади діє 241 заклад розміщення туристів та відпочивальників - бази відпочинку, пансіонати, дитячі табори, які в сукупності мають 35302 ліжкомісць.&nbsp;
Неповторні ґрунтово-кліматичні умови нашої місцевості дозволяють вирощувати з 1792 року виноград кращих європейських сортів. Наразі на значних територіях земель сільськогосподарського призначення закладено виноградники, загальною площею 1996,43га, виноград з яких йде на переробку в с. Виноградне, де діє виноробне підприємство ПАТ &laquo;КОБЛЕВО&raquo;, яке виробляє 20 мільйонів пляшок вина на рік, серед яких є сухі, напівсухі, напівсолодкі, десертні і міцні вина, а також шампанське і коньяк.
Промисловість громади представлена підприємствами харчової, переробної промисловості та вітроенергетики. Основною промисловою продукцією громади є виноробна продукція та електрична енергія.
Аграрну групу представляють більше 60 сільськогосподарських підприємств (орієнтовна кількість працівників &ndash; 670 осіб). Експортні товари громади &ndash; це продукція сільського господарства: зернові, олійні культури. Єдиним підприємством, яке здійснює прямі експортні поставки продукції за кордон, є АТ &laquo;Коблево&raquo;. Його експортним товаром виступають вина та коньяки торгової марки &laquo;Коблево&raquo;. АТ &laquo;Коблево&raquo; &ndash; це найбільший в Україні завод з виробництва вина, який щорічно виробляє 20 млн. пляшок вина. В асортименті продукції заводу представлено близько 30 видів вин.
Вітроенергетика. На території громади виробляється вітряна енергія, кількість вітроелектричних установок (ВЕУ) постійно зростає та на даний час складає 10 одиниць, розміщених в с.Тузли: - 2 ВЕУ - ТОВ &laquo;Сінга Енерджі&raquo;; - 3 ВЕУ - ТОВ &laquo;Вітряний парк Причорноморський&raquo;; - 5 ВЕУ - ПрАТ &laquo;Вітряний парк Очаківський&raquo; - 9. Також на території Коблівської громади в с.Анатолівка розміщено вітроелектростанцію ДТЕК Тилігульська ВЕС потужністю 250 МВт. Робота станції дозволить щорічно скорочувати викиди СО2 в атмосферу до 2 млн тонн. Загалом на Тилігульській ВЕС буде встановлено 21 інноваційну наземну вітрову турбіну виробництва компанії Vestas, одиничною потужністю 6 МВт.
Загальна екологічна оцінка: громада має імідж еко-території, громада ставить екологічні вимоги до діючих та нових бізнесів на своїй території.
На Східному і Західному берегах Тилігульського лиману на даний час розташовані два однойменних регіональних ландшафтних парки, які є комунальними підприємствами Одеської і Миколаївської обласної державної адміністрації відповідно - Тилігульський регіональний ландшафтний парк (Одеська область) і регіональний ландшафтний парк Тилігульський (Миколаївська область), до його складу також увійшов орнітологічний заказник місцевого значення &laquo;Пониззя Тилігульського лиману&raquo;. Парк забезпечує збереження цінних природних комплексів та історико-культурних об'єктів Тилігулу, умови для організованого туризму і відпочинку, проведення наукових досліджень, пропаганду екологічних знань. На територіях Тилігульського лиману розташована велика кількість заповідників, які дозволяють побачити рідкісних представників флори і фауни в природньому для них середовищі проживання: &laquo;Калинівський&raquo; (ботанічний), &laquo;Каіровський&raquo; (ландшафтний); &laquo;Тилігульський Пересип&raquo; (орнітологічний). Лиман входить в міжнародний список водойм Рамсарської конвенції про захист водно-болотних угідь. 14 На території громади діє також Рибаківське відділення Національного природного парку &laquo;Білобережжя Святослава&raquo; до складу якого входить озеро Солонець-Тузли, яке має цілющі грязі (лікування нервових захворювань, хвороб суглобів, кісток) та Гідрологічний заказник &laquo;Солоне озеро&raquo; площею 375,0 га., а в с. Рибаківка знаходиться об&rsquo;єкт природнозаповідного фонду &laquo;Джерело&raquo; &ndash; гідрологічна пам&rsquo;ятка природи.
Розроблена та затверджена містобудівна документація: детальні плани територій, в т.ч. за її межами; схема планування Коблівської сільської ради, а також Генеральні плани населених пунктів громади.
