DREAM Update: Regional investment profiles have been updated on the public portal

Ukraine updates its State Single Project Pipeline in the DREAM system

The estimated cost of Ukraine’s recovery is now nearly three times the country’s projected nominal GDP for 2025. According to the updated Rapid Damage and Needs Assessment - RDNA5, released on February 23 by the Government of Ukraine together with the World Bank Group, the European Commission, and the United Nations, total recovery and reconstruction needs as of December 31, 2025 are estimated at USD 588 billion over the next decade. This represents an increase of USD 64 billion compared to the previous year’s assessment. The assessment covers the period from February 24, 2022 to December 31, 2025 - nearly four years of full-scale war. During this time, direct damage has exceeded USD 195 billion. The most affected sectors remain<ul><li>housing - accounting for 31% of total damage,</li><li>transport - 20.6%,</li><li>energy - 12%,</li><li>trade and industry - 9%,</li><li>agriculture - 6%.&nbsp;</li></ul>More than 80% of destruction is concentrated in frontline and border regions. The largest recovery needs over the next ten years are in the transport sector, totaling more than USD 96 billion. Energy sector needs are estimated at USD 90.6 billion. In 2025 alone, the number of damaged or destroyed energy facilities increased by approximately 21%. The district heating sector remains particularly underfunded - 2026 financing needs amount to USD 1.6 billion, while less than 1% of this requirement is currently secured. The housing sector requires approximately USD 90 billion over the next decade. Since the start of the full-scale invasion, 14% of the housing stock has been damaged or destroyed, affecting more than 3 million households. Significant resources are also required for trade and industry - over USD 63 billion, agriculture - over USD 55 billion, and demining and explosive hazard management - nearly USD 28 billion. In 2026, USD 5.8 billion is already available to finance priority programs; however, the overall funding gap stands at USD 9.5 billion. The most significant shortfalls are observed in energy, housing, transport, and water supply and sanitation. At the same time, RDNA5 highlights a structural shift in Ukraine’s recovery framework. Planning and prioritization of investments for 2026 are being carried out within the Public Investment Management reform framework, with DREAM serving as its digital backbone. The preparation of the 2026 State Budget marks the first full budget cycle implemented under the updated PIM procedures. The PIM system governs the planning, appraisal, and prioritization of public investments at the national, regional, and local levels. State-level investments are consolidated into a <a target="_blank" rel="noopener noreferrer" href="https://dream.gov.ua/spp-pipeline">Single Project Pipeline</a>, while regional and local pipelines are being further developed to serve as central reference points for financing and implementation decisions. Importantly, aggregated data from the DREAM platform were used to assess recovery needs at the regional and local levels. DREAM provides a consolidated, transparent, and structured overview of community and regional investment needs, ensuring alignment within a unified PIM logic. Overall, Ukraine’s recovery framework is transitioning from emergency response toward a structured, institutionalized, and data-driven model of investment management. This process goes beyond rebuilding infrastructure - it represents a broader economic transformation, the adoption of European standards, and the establishment of a foundation for Ukraine’s full integration into the European Union.

RDNA5: Ukraine’s Recovery Needs Are Estimated at Nearly USD 588 Billion

DREAM Academy is the training and capacity-building unit of the DREAM Project Office under the Ministry for Development of Communities and Territories of Ukraine. Its mission is to strengthen the capacity of public sector professionals to effectively manage public investments at all levels — from local communities to central government. Areas of activity Training and capacity building DREAM Academy delivers practical training sessions, webinars, and workshops for representatives of ministries, communities, and regions. Training programmes combine the methodological foundations of the Public Investment Management (PIM) reform with hands-on work in the DREAM system, covering strategic investment planning, project preparation and appraisal, portfolio formation, implementation, monitoring, and evaluation. Guidelines and digital learning materials The Academy develops digital content, methodological guidance, and step-by-step instructions to support correct data structuring, reduce errors, and facilitate efficient use of the system. Expert community DREAM Academy facilitates a professional <a target="_blank" rel="noopener noreferrer" href="https://www.facebook.com/groups/186494501179428">Facebook community</a> that brings together experts, public authorities, and practitioners involved in PIM processes. Activities include training of trainers, mentoring support, and the development of standard training programmes, modules, and learning materials aimed at strengthening the capacity of communities and regions. AI-powered support in DREAM DREAM Academy contributes to the development of an interactive knowledge base for the DREAM large language model (LLM). This enables the future integration of an intelligent assistant into the system interface to provide timely user support and, over time, assistance with feasibility studies and project appraisal. DREAM Update: Community Investment Profiles Refreshed

An international Peer Learning Workshop: Public Sector Staffing and Digitalization for Public Infrastructure Investment Results was held in Vienna, focusing on strengthening public sector capacity and digital solutions for Public Investment Management (PIM). The event brought together representatives of ministries, local governments, state-owned enterprises, and international institutions from across Europe, the Balkans, and Central Asia. The workshop was co-organized by the World Bank, the European Commission, the Austrian School of Government, the Federal Public Administration Academy, and the Vienna Development Knowledge Center. Discussions centered on how strengthening public sector competencies, digitalizing processes, and implementing institutional reforms can improve the preparation, selection, and delivery of public investments. The event was attended by Viktor Nestulia, Head of the DREAM Project Office, Head of Ukraine Support, OCP, who presented Ukraine’s approach to implementing the PIM reform and the DREAM digital ecosystem as its practical backbone. Why This Matters Effective Public Investment Management is increasingly seen not merely as a technical function, but as a combination of leadership, institutional capacity, and digital tools. Workshop participants discussed common challenges countries face when transitioning to a systemic PIM framework, including skills shortages, fragmented IT solutions, a lack of end-to-end processes, and limited analytical capacity to support decision-making. In this context, Ukraine’s experience stood out as an example of a comprehensive approach, where digital solutions do not operate in isolation but support the entire reform logic — from strategic planning to project implementation and monitoring. Ukraine’s Experience and the Role of DREAM During the workshop, the DREAM ecosystem was presented as the digital foundation of Ukraine’s public investment management reform. Participants were introduced to key elements of the system, including integrated project preparation workflows, transparent procedures, analytical tools, and the approach to developing a Medium-Term Plan of Priority Public Investments, sectoral pipelines, and the Single Project Pipeline. The Ukrainian case generated strong interest among participants. In their concluding discussions, representatives of participating countries expressed a desire to further explore the DREAM approach and consider it as a reference model for the development of their own PIM systems. Key Takeaways from the Workshop The main takeaways included:<ul><li>Human capital and institutional capacity are critical to successful PIM reform, alongside regulatory frameworks and IT solutions</li><li>Training and competency development must be systematic and continuous, rather than ad hoc</li><li>Digitalization, data integration, big data, and artificial intelligence are reshaping public investment management practices</li><li>The effectiveness of PIM should be assessed based on real outcomes, including adherence to timelines and budgets, infrastructure quality, and environmental and climate impact</li></ul>Special attention was given to economic appraisal tools, particularly the e-CBA solution developed by the World Bank to support decision-making in public investment. Outcomes and Next Steps Following the workshop, the Ukrainian delegation was invited to engage more actively with the World Bank’s international PIM community, which is working on transforming PIM functions across the region. Agreements were also reached on methodological cooperation, with a view to potentially integrating selected international tools and approaches into the DREAM ecosystem and Ukraine’s PIM methodology. Participation in the workshop confirmed that Ukraine’s PIM reform and the DREAM ecosystem are already recognized internationally and can serve as a practical reference for other countries undergoing public investment management reforms.

Presenting Ukraine’s PIM Reform and DREAM to the International Community: Key Takeaways from the Vienna Workshop

The Government of Ukraine continues to implement the Public Investment Management (PIM) reform, aimed not only at ensuring a unified approach to the allocation of budget funds but also at creating conditions for sustainable and effective development of communities and regions based on sound strategic planning and prioritization. The digital foundation of the reform is the DREAM system — a “single window” for managing public investment projects and programs. All stages of implementation — from the formation of the medium-term plan, preparation, and appraisal, to the development of sectoral pipelines and the Single Project Pipeline (SPP) at national, regional, and local levels, as well as funding decisions, execution, and monitoring — are carried out through DREAM in a transparent and accountable manner. The Head of the Project Office shares his vision of the reform’s implementation, the future of the system, and the strength of the DREAM team. - Our mission is simple: we are transforming the public investment management system to improve the quality of life in Ukraine. Public investments, like public procurements, influence all sectors of the economy and society. Today, Ukraine is facing extremely challenging circumstances, and to some, working on reform may seem illogical. However, transforming the public investment system is especially crucial right now, given the enormous needs for recovery and development projects. Resources of the state and individual communities must be used transparently, accountably, and efficiently. In addition, we are already preparing to engage the funds of our international partners — including European funds — based on clear and understandable rules and conditions. We have a significant amount of work ahead in digitally transforming all stages of investment project implementation. We are also looking forward to deep integration with the Ministry of Finance’s budget systems — our teams are actively working on this now. We’re expanding our data analytics capabilities and building a robust risk management system. We are developing tools for citizen engagement through DREAM, along with many other features and services. We do this by rethinking approaches to public investment management and creating equal opportunities for every participant in the ecosystem. What signals indicate this to you? - It’s important to track progress and compare each reform cycle to the previous one. If we look back at 2024 — considering the rules for forming the first pilot EPP and the coverage of processes through DREAM — and compare it to where we are now, we’ve made a significant leap forward. We already have state-level SPs and SPPs in place. Over 600 communities are registering their SPIs in DREAM, and nearly 6,000 PIPs have been entered into the system using the new methodology. There’s strong demand for training and support — every day we unlock new opportunities and move forward. So overall, we are on the right track. But we must not become complacent, thinking “everything is already working perfectly” — many aspects, from regulatory support to implementation of specific DREAM functionalities, still have room for improvement. Our team, together with our partners, constantly gathers feedback from communities, regions, ministries, and international partners, analyzes data, and studies the real challenges people face — where theory “misses the mark,” and therefore the approach needs to be revised. It’s encouraging that all members of the broader reform team are willing to keep improving the process with every step. What matters most is not a snapshot evaluation, but continuous movement in the right direction. Starting with our team of DREAM believers who truly live this reform and are fully dedicated to its implementation. These are people who care deeply and genuinely believe in Ukraine’s future. And of course, the partners we work with — ministries, regions, communities, international partners, civil society organizations — all of them form one large PIM reform team. Today, that’s hundreds, maybe even thousands of like-minded individuals who contribute every day to these critical changes. Then, the vision of Ukraine’s future is embedded in our manifesto. We haven’t seen this kind of comprehensive approach to managing public investments — with digital tools, broad stakeholder coordination, and engagement at every level — in any other country. That’s why we’re confident we’re not only contributing to building the future of Ukraine but also opening new opportunities for the world. “It always seems impossible until it’s done.” So we keep doing our work every day — until we can finally celebrate that “done.” :)

Viktor NESTULIA: The Future Begins with the Decisions We Make Today

Fontanka rural territorial community is a territorial community in the Odessa district of the Odessa region. It includes the villages of Fontanka, Kryzhanivka, Vapnyarka, Nova Dofinivka, Oleksandrivka and the settlements of Lisky and Svitle. The community has access to the Black Sea coast and the Great Adzhaliysky Estuary, and the territory is home to the landscape reserve of local importance “Luzanivsky Forest”. Fontanka is a picturesque corner, generously endowed with both marine beauty and a variety of forest colors, streets immersed in greenery, and along with that, a developed infrastructure with food and non-food markets, cultural centers, educational institutions, transport links with the city of Odesa, medical institutions, and the shopping and entertainment center “Riviera”. From the east, the Fontansk territorial community borders the Chornomorsk territorial community, from the north with the Krasnosilsk territorial community, from the west it is in the arms of the hero city - Odessa, and in the south it is washed by the Black Sea. The area of the community is over 96.0 km2, and 26,002 people are registered in the community (as of January 1, 2026).

До її складу увійшли села Фонтанка, Крижанівка, Вапнярка, Нова Дофінівка, Олександрівка та селища Ліски і Світле. У громади є вихід на узбережжя Чорного моря та Великого Аджалицького лиману, на території розташований ландшафтний заказник місцевого значення &ldquo;Лузанівський ліс&rdquo;. Фонтанщина &ndash; мальовничий куточок, який&nbsp; щедро наділено і морською красою і розмаїттям лісних барв, вулицями, які потопають у зелені, а поряд з тим, розвиненою інфраструктурою з ринками продовольчих і непродовольчих товарів, будинками культури, закладами освіти, транспортним сполученням з містом Одеса, медичними установами, торговельно-розважальним центром &laquo;Рив&rsquo;єра&raquo;. The main technical solution involves the comprehensive new construction of a highway along Vitalii Nesterenko Avenue. The project includes: installation of a multi-layer road surface made of modern high-strength asphalt concrete; construction of a closed storm sewer system (drainage); arrangement of safe pedestrian zones (sidewalks) in compliance with inclusiveness standards (lowered curbs, tactile tiles); installation of poles with energy-efficient LED lighting, application of road markings and planting of green spaces along the roadside.

Основне технічне рішення передбачає комплексне нове будівництво автомобільної дороги по проспекту Віталія Нестеренка. Проєкт включає: влаштування багатошарового дорожнього одягу з сучасного асфальтобетону підвищеної міцності; будівництво закритої системи зливової каналізації (водовідведення); облаштування безпечних пішохідних зон (тротуарів) з дотриманням норм інклюзивності (понижені бордюри, тактильна плитка); встановлення опор з енергоефективним LED-освітленням, нанесення дорожньої розмітки та висадку зелених насаджень вздовж придорожньої смуги.

The alternative solution involves carrying out current or minor repairs with the installation of a transitional type of road surface (using a crushed stone-sand mixture or milled material) instead of a major multi-layer asphalt concrete pavement. The project will not include laying an underground storm sewer (instead of it - cutting open soil ditches), and also completely excludes the construction of safe sidewalks and the installation of street lighting poles in order to maximize cost savings at the initial implementation stage.

Альтернативне рішення передбачає проведення поточного або дрібного ремонту з влаштуванням дорожнього одягу перехідного типу (з використанням щебенево-піщаної суміші або відфрезерованого матеріалу) замість капітального багатошарового асфальтобетонного покриття. Проєкт не включатиме прокладання підземної зливової каналізації (замість неї &mdash; нарізання відкритих ґрунтових кюветів), а також повністю виключає будівництво безпечних тротуарів та встановлення опор вуличного освітлення задля максимального здешевлення на етапі початкової реалізації.

High initial financial barrier (Risk: Medium): The project requires significant one-time investments (UAH 20 million), which is difficult to finance solely from the local budget, therefore, it is required to attract grant or state funds. The impact is mitigated by active work with donors through the DREAM platform. Temporary inconvenience (Risk: Low): The long construction period (9 months) will create temporary logistical inconvenience for residents and increased noise levels from construction equipment. The impact is mitigated by developing an effective detour scheme and strict adherence to the daytime work schedule. Dependence on supply chains (Risk: Medium): In conditions of martial law, delays in the supply of specific materials (for example, pipes for collectors or LED lamps) are possible. The impact is minimized by planning purchases in advance and choosing reliable contractors.

Високий початковий фінансовий бар'єр (Ризик: Середній): Проєкт потребує значних одноразових інвестицій (20 млн грн), що складно профінансувати виключно з місцевого бюджету, тому вимагається залучення грантових або державних коштів. Вплив пом'якшується активною роботою з донорами через платформу DREAM.  Тимчасові незручності (Ризик: Низький): Тривалий період будівництва (9 місяців) створить тимчасові логістичні незручності для мешканців та підвищений рівень шуму від будівельної техніки. Вплив пом'якшується розробкою ефективної схеми об'їзду та суворим дотриманням графіку виконання робіт у денний час.  Залежність від ланцюгів постачання (Ризик: Середній): В умовах воєнного стану можливі затримки в постачанні специфічних матеріалів (наприклад, труб для колекторів або LED-світильників). Вплив мінімізується за рахунок завчасного планування закупівель та вибору надійних підрядників.

The proposed solution comprehensively achieves all project objectives: Social (Safety and Inclusion): Ensures 100% separation of pedestrian and car flows. The presence of lighting and sidewalks with tactile tiles creates a safe barrier-free environment for children, the elderly and people with disabilities. Economic: Guarantees stable year-round access for emergency services (ambulance, State Emergency Service). Increases the investment attractiveness of nearby areas and stimulates the development of commerce along the avenue. Environmental: Organized drainage completely eliminates the problem of soil erosion and flooding of households. Asphalt concrete pavement eliminates the problem of dust formation (unlike dirt or gravel roads), and new landscaping improves the microclimate. Durability: The use of modern materials guarantees the operation of the facility for up to 15 years without the need for significant financial injections from the local budget for repairs.

апропоноване рішення комплексно досягає всіх цілей проєкту:  Соціальні (Безпека та Інклюзія): Забезпечує 100% розділення пішохідних та автомобільних потоків. Наявність освітлення та тротуарів з тактильною плиткою створює безпечне безбар'єрне середовище для дітей, літніх людей та осіб з інвалідністю.  Економічні: Гарантує стабільний цілорічний доступ екстрених служб (швидка, ДСНС). Підвищує інвестиційну привабливість прилеглих територій та стимулює розвиток комерції вздовж проспекту.  Екологічні: Організоване водовідведення повністю усуває проблему розмивання ґрунтів та підтоплення домогосподарств. Асфальтобетонне покриття ліквідує проблему пилоутворення (на відміну від ґрунтових чи щебеневих доріг), а нове озеленення покращує мікроклімат.  Довговічність: Використання сучасних матеріалів гарантує експлуатацію об'єкта до 15 років без потреби в значних фінансових вливаннях з місцевого бюджету на ремонти.

This solution is strategically unacceptable for a developing community for the following reasons: Critically low service life (Risk: High): The pavement will completely collapse in 3 years under the influence of traffic and climatic factors. The community will have to seek financing again. Lack of safety (Risk: Critical): Preservation of the status quo for pedestrians - due to the lack of sidewalks and lighting, people will continue to walk along the roadway in the dark, which does not reduce the level of accidents and injuries. Environmental and infrastructure damage (Risk: High): The lack of a storm sewer system will lead to chaotic water runoff, erosion of adjacent soils and flooding of the foundations of private houses. In addition, the crushed stone pavement will generate excessive dust in the summer, which violates sanitary standards of living. Misuse of resources: Investing over 6 million hryvnias in a temporary solution that does not solve any social problem (inclusivity, security, development) is an inefficient management of funds compared to comprehensive construction.

Це рішення є стратегічно неприйнятним для громади, що розвивається, з наступних причин:  Критично низький строк служби (Ризик: Високий): Покриття повністю зруйнується за 3 роки під дією транспорту та кліматичних факторів. Громаді доведеться шукати фінансування знову.  Відсутність безпеки (Ризик: Критичний): Збереження статус-кво для пішоходів — через відсутність тротуарів та освітлення люди продовжуватимуть ходити проїжджою частиною в темряві, що не знижує рівень аварійності та травматизму.  Екологічна та інфраструктурна шкода (Ризик: Високий): Відсутність системи зливової каналізації призведе до хаотичного стікання води, розмиття прилеглих ґрунтів та підтоплення фундаментів приватних будинків. Крім того, щебеневе покриття генеруватиме надмірну кількість пилу у літній період, що порушує санітарні норми проживання.  Нецільове використання ресурсів: Інвестування понад 6 мільйонів гривень у тимчасове рішення, яке не вирішує жодної соціальної проблеми (інклюзивність, безпека, розвиток), є неефективним управлінням коштами у порівнянні з комплексним будівництвом.

Despite its low technological sophistication, this solution has several tactical advantages: Low financial threshold for entry: Requires significantly lower initial capital investment (UAH 6.8 million instead of UAH 20 million), which allows it to be implemented exclusively at the expense of the local budget without involving donors. Speed of implementation: The lack of need for complex land and concrete works allows opening the passage in 1.5 months. Emergency solution to the problem: Allows temporary (for 1-2 seasons) provision of the minimum possible passage for emergency services.

Незважаючи на низьку технологічність, дане рішення має кілька тактичних переваг:  Низький фінансовий поріг входу: Потребує значно менших капіталовкладень на старті (6,8 млн грн замість 20 млн грн), що дозволяє реалізувати його виключно коштом місцевого бюджету без залучення донорів.  Швидкість реалізації: Відсутність потреби у складних земельних та бетонних роботах дозволяє відкрити проїзд за 1,5 місяці.  Екстрене вирішення проблеми: Дозволяє тимчасово (на 1-2 сезони) забезпечити мінімально можливий проїзд для екстрених служб.

The project involves the new construction of a modern highway along Vitalii Nesterenko Avenue (on the section from Tsentralna Street to Skovoroda Street) with a comprehensive approach to improvement and traffic safety. This is a key infrastructure initiative aimed at creating reliable transport connections in an actively developing area. What exactly is planned to be implemented: Road surface: Installation of capital asphalt concrete road surface designed for modern loads. Pedestrian zone: Construction of sidewalks taking into account the principles of barrier-freeness (arrangement of ramps, tactile tiles). Drainage system: Creation of effective storm sewers to prevent flooding of the roadway and adjacent areas. Lighting and safety: Installation of energy-efficient LED street lighting, application of road markings and installation of appropriate signs. Greening: Arrangement of roadside strips and planting of green plantings to improve the aesthetic appearance and ecological condition. What problems does the project solve: Transport collapse: The lack of high-quality pavement in this area currently limits throughput and complicates the passage of emergency services. Safety residents: The lack of equipped sidewalks forces pedestrians to move along the roadside, which creates a high risk of road accidents. Logistical isolation: Poor connectivity between residential areas (from Tsentralnaya to Skovoroda) hampers the development of local infrastructure and business. Environmental factor: Unorganized drainage leads to soil destruction and discomfort for residents during rainfall. Expected results: Improving mobility: Creating a comfortable and fast connection between the main arteries of the village. Improving safety: Reducing the accident rate by 80% due to the separation of pedestrian and car flows. Economic development: Increasing the investment attractiveness of adjacent land plots and stimulating the development of small businesses. Social effect: Creating an inclusive space convenient for people with limited mobility, parents with wheelchairs, and the elderly.

Проєкт передбачає нове будівництво сучасної автомобільної дороги по проспекту Віталія Нестеренка (на ділянці від вул. Центральної до вул. Сковороди) із комплексним підходом до благоустрою та безпеки руху.
