<p style="text-align: justify;">The Kolchyn territorial community is facing an acute problem of a shortage of school places, which has led to the organization of the educational process in two shifts. This situation creates an excessive burden on students and teachers, reduces the quality of education and makes it impossible to use educational space effectively. In conditions of martial law, the lack of shelter in the old school building creates additional risks to the life and health of children, so solving this problem is one of the highest priorities of the community. The implementation of the project will provide the opportunity for 510 students to study in one shift in comfortable and modern conditions, the availability of a full-fledged shelter with the status of a dual-purpose shelter that meets current civil protection requirements and safety standards, as well as the creation of an innovative educational space that will become the center of cultural, sports and social development of the community. The project provides for the completion of the construction of educational buildings (blocks A, B, C), a solid fuel boiler room and landscaping of the school territory. The building is designed as an energy-efficient, environmentally friendly and earthquake-resistant complex, taking into account modern standards of inclusiveness, accessibility and safety. It includes a three-story building with educational, medical and food zones, a two-story building with classrooms, a sports hall with modern flooring and auxiliary rooms, a basement shelter equipped with a ventilation system with a manual backup drive, bomb valves and a drainage system, as well as a boiler room, utility networks, sports and recreation areas, parking, zoning and landscaping of the territory. Energy-saving systems provide energy efficiency class “B”. All design solutions meet the requirements of the current legislation of Ukraine in the field of safety, earthquake resistance, fire protection, ecology and labor protection. After the construction is completed, the community will receive a modern school for 510 students with a comfortable environment for learning and development, which will completely eliminate the two-shift learning process, create new jobs for teachers and technical staff, reduce operating costs through the introduction of energy-efficient technologies, ensure a high level of safety for children through shelter, and increase the investment attractiveness of the territory with developed social infrastructure. This will contribute to improving the socio-economic, cultural, and educational potential of the community. The implementation of the project will have a complex multiplier effect. It will contribute to the creation of a safe educational environment accessible to all children, including those with disabilities, youth development, and a reduction in population migration. From an economic point of view, employment growth, the involvement of local contractors, and optimization of energy consumption are expected. In the cultural and sports dimension, the school will become a center for extracurricular activities, creativity and sports, and in the environmental aspect, an example of the responsible use of energy-saving materials and technologies with minimal impact on the environment. The construction of a new school in the village of Kolchyno is a strategic community renewal project that combines social importance, innovation and economic efficiency. Its implementation will ensure the creation of a safe, energy-saving and modern educational space for children and youth, which will have a long-term positive impact on the development of the community and the entire region.</p>

<p style="text-align: justify;">&nbsp; &nbsp; &nbsp; &nbsp; &nbsp;Кольчинська територіальна громада стикається з гострою проблемою дефіциту навчальних місць у школі, що призвело до організації навчального процесу у дві зміни. Така ситуація створює надмірне навантаження на учнів і педагогів, знижує якість освіти та унеможливлює ефективне використання освітнього простору. В умовах воєнного стану відсутність укриття у старій будівлі школи створює додаткові ризики для життя та здоров&rsquo;я дітей, тому вирішення цієї проблеми є одним із найвищих пріоритетів громади. Реалізація проєкту забезпечить можливість 510 учням навчатися в одну зміну у комфортних і сучасних умовах, наявність повноцінного укриття зі статусом сховища подвійного призначення, що відповідає чинним вимогам цивільного захисту та стандартам безпеки, а також створення інноваційного освітнього простору, який стане центром культурного, спортивного та соціального розвитку громади. Проєктом передбачено завершення будівництва навчальних корпусів (блоки А, Б, В), котельні на твердому паливі та благоустрою території школи. Будівля вирішена як енергоефективний, екологічно безпечний і сейсмостійкий комплекс із урахуванням сучасних стандартів інклюзивності, доступності та безпеки. Передбачено триповерховий корпус з навчальними, медичними та харчовими зонами, двоповерховий корпус із навчальними кабінетами, спортивний зал із сучасним покриттям та допоміжними приміщеннями, укриття у цокольному поверсі, обладнане вентиляційною системою з ручним резервним приводом, протибомбовими клапанами та системою водовідведення, а також котельню, інженерні мережі, спортивні й відпочинкові майданчики, парковку, зонування та озеленення території. Системи енергозбереження забезпечують клас енергоефективності &ldquo;В&rdquo;. Усі конструктивні рішення відповідають вимогам чинного законодавства України у сфері безпеки, сейсмостійкості, пожежозахисту, екології та охорони праці. Після завершення будівництва громада отримає сучасну школу на 510 учнів із комфортним середовищем для навчання та розвитку, що повністю усуне двозмінний навчальний процес, створить нові робочі місця для педагогів і технічного персоналу, зменшить експлуатаційні витрати завдяки впровадженню енергоефективних технологій, забезпечить високий рівень безпеки дітей завдяки укриттю та підвищить інвестиційну привабливість території з розвиненою соціальною інфраструктурою. Це сприятиме покращенню соціально-економічного, культурного й освітнього потенціалу громади. Реалізація проєкту матиме комплексний мультиплікативний ефект. Вона сприятиме створенню безпечного освітнього середовища, доступного для всіх дітей, у тому числі з інвалідністю, розвитку молоді та зниженню рівня міграції населення. З економічного погляду очікується зростання зайнятості, залучення місцевих підрядників та оптимізація енергоспоживання. У культурному та спортивному вимірі школа стане центром позашкільної діяльності, творчості й спорту, а в екологічному аспекті &mdash; прикладом відповідального використання енергоощадних матеріалів і технологій із мінімальним впливом на довкілля. Будівництво нової школи у смт. Кольчино є стратегічним проєктом відновлення громади, який поєднує соціальну важливість, інноваційність та економічну ефективність. Його реалізація забезпечить створення безпечного, енергоощадного та сучасного освітнього простору для дітей і молоді, що матиме довгостроковий позитивний вплив на розвиток громади та всього регіону.&nbsp;</p>
