The DREAM as public investment management system is implemented by the Ministry for Development of Communities and Territories of Ukraine together with the DREAM Project Office, supported by the Digitalisation for Growth, Integrity and Transparency Project (UK DIGIT) project, implemented by the Eurasia Foundation and funded by UK Dev. The implementation partner is the Open Contracting Partnership. The Project is implemented with the support of civil society and international partners.
