Description of the project

The construction of a separate building with overall dimensions in axes of 16.40 m x 50.84 m is planned. The PRU includes premises for accommodating those in hiding, women's and men's bathrooms, a bathroom for teachers and people with reduced mobility with a shower, a ventilation room, an electrical panel, a room for storing dirty clothes, a medical post, a control room, a room for heating food, a room for storing food, a DES room, and a vestibule-gate.

Description of the purpose of the project and ways to achieve it

The purpose of the project is to create a modern protective civil defense structure (radiation shelter) on the territory of the Velikotseptsevichy Lyceum of the Antonivka Village Council of the Rivne region at the address: Rivne region, Varasky district, village of Velyki Tseptsevichi, Lesi Ukrainky St., 120, in order to ensure the proper level of safety of students, employees of the educational institution and residents of the community in the event of emergencies related to radiation, chemical, man-made and other threats. The implementation of the project is aimed at increasing the resilience of the community's social infrastructure facilities, fulfilling the requirements of legislation in the field of civil defense of the population, as well as ensuring the continuous functioning of the educational institution in crisis situations. Method of achieving the project goal. The goal is to be achieved through the new construction of a specialized protective civil defense structure that will comply with current state building codes, standards and requirements in the field of civil defense of the population. The main measures for the implementation of the project include: Design (development and approval of design and estimate documentation, taking into account the requirements of DBN and DSTU regarding anti-radiation shelters, ensuring the required level of protective characteristics of the structure) Construction work (construction of a reinforced concrete protective structure with the necessary stability parameters, arrangement of hermetic entrances and emergency exits, performance of internal work to ensure the safe stay of people) Engineering support (installation of ventilation systems with air filtration, arrangement of autonomous power supply and lighting systems, provision of water supply, drainage and sanitary facilities, creation of conditions for autonomous stay of people during the regulatory time) Ensuring accessibility and safety (creation of accessibility conditions for low-mobility population groups, arrangement of warning and navigation systems, compliance with fire and technogenic safety requirements)

Problems and solutions resulting from project implementation

Main problems Lack of a civil defense protective structure There is no anti-radiation shelter on the territory of the Velikotseptsevitsky Lyceum that would meet current state building standards and civil defense requirements. This creates high risks for the life and health of students and employees of the educational institution in the event of emergencies. Low level of safety of participants in the educational process Existing premises do not provide proper protection against air threats, do not have the necessary engineering systems and are not adapted for long-term stay of people. Non-compliance with the requirements of the legislation in the field of civil defense The educational institution does not have a full-fledged protective infrastructure, which makes it impossible to fulfill the requirements of state policy regarding the safety of children and employees of educational institutions. Limited capabilities for responding to emergencies The lack of a specialized protective structure does not allow for the prompt organization of shelter for a large number of people and ensuring their autonomous stay during emergencies. Results of solving problems as a result of the project implementation Creation of a full-fledged protective infrastructure - as a result of the project implementation, a modern anti-radiation shelter will be built, which will meet all current regulatory requirements and provide an appropriate level of protection. Increasing the level of safety of students and staff - reliable protection of the life and health of participants in the educational process is ensured in the event of radiation, chemical or other emergency threats. Ensuring autonomy and readiness for use - the shelter will be equipped with ventilation systems with filtration, autonomous power supply, water supply and sanitary facilities, which will allow for a long-term safe stay of people. Increasing the resilience and readiness of the community - the presence of a protective structure will contribute to strengthening the infrastructural and social resilience of the community, increasing its readiness to respond to emergencies. Social and educational effect - the project will create safe conditions for organizing the educational process even in crisis conditions, increase the trust of parents and community residents in the educational institution.
