The project involves the construction of a new civil defense protective structure — anti-radiation shelter — on the territory of the municipal institution «Pervomaisky Lyceum No. 3 «Uspikh» of the Pervomaisky City Council of the Kharkiv region at the address: 64107, Kharkiv region, Lozov district, Pervomaisky city, Sportivna st., 34. The goal of the project is to ensure the safety of students and employees of the educational institution in conditions of military threats and emergencies by creating a modern, reliable and normatively justified shelter. The implementation of the project will allow solving the problem of the lack of sufficient protective space that meets the requirements of current building codes and civil defense standards. The expected results are to increase the level of protection of children and staff of the lyceum, ensure the continuity of the educational process even in crisis conditions, as well as strengthen the overall security and stability of the social infrastructure of the community.

Project goal detail The goal of the public investment project is to increase the level of safety of students and employees of the municipal institution "Pervomaisky Lyceum No. 3 "Uspikh" by creating a modern protective civil defense structure (anti-radiation shelter), which fully meets the requirements of current state building codes and civil defense standards. The implementation of the project is aimed at strengthening the community's social infrastructure and ensuring the continuity of the educational process in conditions of military threats and emergencies. Methods of achieving the goal The goal is expected to be achieved by: new construction of a separately located underground protective civil defense structure on the territory of the lyceum; implementation of architectural, planning and design solutions that provide the necessary level of strength, tightness and protective properties of the structure; equipping the shelter with engineering systems (ventilation, heating, water supply, electricity supply, fire alarm and emergency lighting) in accordance with the requirements of DBN V.2.2-5:2023 “Civil defense protective structures”; ensuring unhindered access and safe stay of persons with disabilities and other low-mobility population groups; compliance with the requirements of energy efficiency, fire, technogenic and sanitary and epidemiological safety during the construction and further operation of the facility. Justification of the gap between the current state and the target level The current state is characterized by the absence of a civil defense protective structure on the territory of the lyceum, which could provide an appropriate level of safety for all students and employees of the educational institution. The existing premises do not meet modern regulatory requirements for capacity, level of protection, engineering support and accessibility, which creates significant risks to the life and health of people in the event of emergencies or military operations. The target level provides for the availability of a certified anti-radiation shelter, designed for the full number of students and staff of the lyceum, with an appropriate level of protection, comfortable conditions for temporary stay and the possibility of safe operation. The implementation of the project will allow to eliminate the existing infrastructure and security gap, bring the conditions of operation of the educational institution in line with modern civil protection standards and increase the resilience of the community to crisis challenges.

Problems and solutions resulting from project implementation

Key issues, relevance and expected changes 1. Lack of proper civil defense protective structure Currently, there is no specially equipped anti-radiation shelter on the territory of the municipal institution "Pervomaisky Lyceum No. 3 "Uspikh" that would meet the current requirements of the State Code of Ukraine regarding capacity, level of protection and engineering support. This problem is especially relevant in conditions of martial law and constant security threats typical of the Kharkiv region. If the issue is not resolved, there is a real risk of a threat to the life and health of students and employees of the institution, as well as the impossibility of prompt and safe shelter during air raids or other emergencies. 2. Non-compliance of existing premises with modern safety standards The existing auxiliary or basement premises of the lyceum do not have the necessary structural and engineering characteristics for use as civil defense protective structures. They do not provide the regulatory level of protection against the blast wave, radiation exposure and secondary damaging factors, and are not equipped with filter ventilation systems, autonomous power supply and guaranteed water supply. Failure to resolve this problem leads to formal, but not actual, compliance with civil protection requirements, which reduces the overall level of safety of the educational environment. 3. Limited coverage of the target audience and insufficient capacity The existing infrastructure does not allow for the simultaneous provision of shelter for all students and employees of the educational institution. This creates unequal security conditions and increases social tension among parents and teaching staff. In the absence of a design solution, possible consequences are the suspension or restriction of the educational process, reduced attendance and deterioration of the psychological state of children. 4. Lack of accessibility conditions for low-mobility population groups The existing premises do not provide unhindered access and safe stay for persons with disabilities and other low-mobility population groups. This contradicts the principles of inclusiveness and equal opportunities. Failure to resolve the problem leads to discriminatory conditions and violation of the rights of certain categories of participants in the educational process. 5. Low resilience of educational infrastructure to crisis situations The lack of a modern protective structure reduces the overall readiness of the educational institution to respond to emergencies and military threats. This negatively affects the resilience of the community as a whole. In the event of inaction, the consequences may be long breaks in education, a decrease in the quality of educational services and an increase in population migration from the community. Expected positive changes as a result of the project implementation The implementation of the project for the construction of a new anti-radiation shelter will ensure full protection of the life and health of students and employees of the lyceum, compliance of the facility with modern standards of civil protection and security, and will also create conditions for a continuous and stable educational process. The project will help increase the level of trust among parents and the community, strengthen the social resilience of the territorial community, and improve the overall state of the educational infrastructure in the face of modern challenges.
