General information

Description of the project

The project involves the construction of a separately located, deep-seated dual-purpose structure with the protective properties of an anti-radiation shelter (PRU). The structure is designed to shelter participants in the educational process (lyceum students, kindergarten students, teaching and technical staff). The project is justified by the need to strengthen national security in conditions of aggression, a shortage of shelters, support for state programs and stimulation of domestic production.

Expected results: full-fledged work of the ZDO and the lyceum, equal access to educational services, increasing the level of community preparedness for emergencies

The purpose of the project

Main Goal:

Creation of new facilities and services

Secondary Goal:

Increasing compliance with modern standards, Increasing compliance with modern standards

Description of the purpose of the project and ways to achieve it

Ensuring a protected environment for participants in the educational process by providing the lyceum and kindergarten with a full-fledged protective structure capable of guaranteeing the safety of life and health of children and staff in the event of military threats. The goal is achieved through the new construction of a buried structure with increased strength characteristics, the arrangement of hermetic entrances, filter ventilation systems, autonomous power supply, water supply, sanitary facilities and places for long-term stay. Additionally, it is envisaged to create conditions for its use in peacetime as a functional room for the needs of the lyceum.

Problems and solutions resulting from project implementation

Kherson region is in a zone of increased danger due to constant shelling and proximity to the front line. The lack of reliable shelter on the territory of the Vysokivsky Lyceum and kindergarten makes it impossible to conduct a safe in-person educational process. The existing infrastructure does not provide regulatory protection against modern means of destruction. Creation of a safe educational environment by building a PRU, which will provide protection for 340 people from the effects of dangerous factors (shock wave, debris, radiation contamination) and will allow the restoration of in-person/blended education.

Commercial Justification

Supplier and contractor market assessment

Is the project likely to attract a sufficient number of bidders to ensure real competition that will encourage bidders to think innovatively and maximize the quality of their proposals?
Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Is the project of interest to small and medium-sized enterprises?
Yes

[Response was provided in the Preliminary Investment Feasibility Study]

Will the project involve national or international suppliers and contractors?
Yes, both national and international

[Response was provided in the Preliminary Investment Feasibility Study]

Has an analysis of available procurement options been conducted for the technical solution?
Yes

[Response was provided in the Preliminary Investment Feasibility Study]

What procurement strategy was chosen for the project implementation, and what justifies its feasibility in the context of the market and project objectives?

[Response was provided in the Investment Feasibility Study]

What approaches are planned to be used to ensure transparency, competition, and efficiency in the procurement process?

[Response was provided in the Investment Feasibility Study]

What types of procurement procedures are envisaged by the project (open tender, negotiated procedure, competitive dialogue, etc.)?
Open competitive bidding

[Response was provided in the Investment Feasibility Study]

Pre-market engagement

[Response was provided in the Investment Feasibility Study]

Potential market participants

[Response was provided in the Investment Feasibility Study]

Market readiness assessment
