General information

Description of the project

         Barrier-free routes are being actively implemented in the center of Poltava, aimed at ensuring the accessibility of urban space for all citizens, including people with disabilities, veterans and other low-mobility population groups. «Veteran's Path» - this route connects key city objects important for veterans and low-mobility citizens. The continuation of the  barrier-free route is the second phase of «Veteran's Path», which logically and functionally continues the route of the first phase and provides a barrier-free connection between two key cultural institutions of the city: the M. Yaroshenko Art Museum (Art Gallery) and the Poltava Academic Regional Ukrainian Music and Drama Theater named after Mykola Gogol. The second phase of the route will run along Evropeyska Street and Sobornosti Street.      

       Sobornosti Street is the central historical street of Poltava, located within the old city and the historical area. It serves as a key urban pedestrian artery, combining cultural, public and business functions, and is one of the most active and visited public spaces in the city. The street is mainly built up with residential buildings, cultural heritage sites and architectural monuments, as well as a significant number of small and medium-sized businesses, services, catering and trade establishments.

Description of the purpose of the project and ways to achieve it

The goal of the project is to create a holistic barrier-free route in the city of Poltava, which will ensure safe, convenient and equal movement for all categories of the population, including people with disabilities, veterans, the elderly, parents with strollers and other groups with limited mobility. The project is aimed at creating an accessible urban environment in accordance with modern state building codes and standards of inclusion, improving the quality of urban infrastructure and ensuring equal access to social, administrative and public infrastructure facilities. The implementation of the second stage will allow to continue the already formed route, unite key city facilities into a single accessible transportation system and reduce social and territorial barriers. The goal is to achieve this goal by implementing a set of engineering, construction and organizational measures, namely: - major and current repairs of sidewalks; - lowering the curb at pedestrian crossings and intersections; - installation of tactile tiles for people with visual impairments; - installation of ramps and other means of accessibility near public buildings; - bringing the infrastructure into line with the requirements of the State Building Code on inclusion. A comprehensive approach will ensure the creation of a continuous barrier-free route that will comply with the principles of universal design and promote the social integration of community residents.

Problems and solutions resulting from project implementation

In its current state, the barrier-free route does not provide full and continuous accessibility for people with limited mobility. In some areas, the sidewalks are not wide enough, there are narrowings and physical obstacles, the surface is partially destroyed or uneven. Lowered curbs are not installed at all pedestrian crossings or do not meet regulatory requirements. Tactile elements for people with visual impairments are absent or installed fragmentarily. Some entrances to buildings and public transport stops are not adapted for people with disabilities, veterans, the elderly and parents with strollers. As a result of the project, a continuous, convenient and safe route will be created that will meet accessibility requirements. It is planned to restore and level the sidewalk, ensure the regulatory width of pedestrian zones, arrange lowered curbs, and install tactile navigation. The implementation of the measures will increase the level of safety and comfort of movement, ensure equal access to social infrastructure facilities, and contribute to the formation of an inclusive urban environment.
