Detailed description of the project

Ensuring sustainable development of Boryspil airport as an international hub airport, increasing passenger traffic and creating appropriate conditions for ensuring aviation safety.

Air transport – one of the most important branches of the national economy, the effective functioning of which is a necessary condition for stabilization, structural transformations, development of the economy and conducting foreign trade activities, meeting the needs of the population and social production in transportation, ensuring the protection of the economic interests of Ukraine.

Bringing air transport infrastructure in line with international requirements (including ensuring the highest level of aviation safety) is an important component of the state strategy aimed at ensuring the competitiveness of the Ukrainian economy.

Economic consequences: Stimulation of the economic development of the enterprise and the aviation industry of Ukraine as a whole by creating on the basis of the Boryspil airport. an international nodal hub with the possibility of ensuring the appropriate level of passenger and cargo transportation through the airport "Boryspil". 

Social consequences: The implementation of the Project will lead to the improvement of the social indicator of the region and the country as a whole, by: creating additional jobs (not only at the airport, but also in other related business projects in the area of the airport and the city of Boryspil), development of the region's infrastructure, creation of conditions for the return of citizens who left Ukraine.

According to international practice, an additional 1 million passengers creates 1,000 additional full-time jobs at the airport.

Safety considerations: Ensuring the certification requirements of international standards and ICAO recommended practices for civil aerodromes that meet the conditions for the safe operation of aircraft

Problems

Current status, description of problems and needs for their solution
The existing ILS-410 CAT I landing system with MKp=18l, produced in 1998, put into operation in 2001, is morally and physically obsolete, has served its service life (resource), the service life was extended four times for five years in 2011 year, for 2.5 years in 2016, for 2.5 years in 2018 and for 2.5 years in 2021, discontinued. The purchase will block possible problems with the provision of spare parts that are not in operational access, since the production of the ILS-410 landing system has been discontinued. 
A detailed description of the project goal and the way to achieve it
The project will provide for: - modernization of the ILS-420 instrument landing system to ensure accurate landing of aircraft (aircraft) on runway No. 1 of the Kyiv/Boryspil airfield (ZPS-1) with a magnetic landing course (Mkp)=18L - the use of existing communications, communication cables, power cables from the existing instrumented landing system ILS-410, as well as integration with the existing system of remote control and status monitoring (RCSE) - arrangement of foundations and communication for installation of gliding radio beacon GS-422(2F) with MKp=18L - arrangement of the foundation and communication for the installation of the course radio beacon LOC-421(2F) with MKp=18L - arrangement of the foundation of the control antenna of the far field monitoring equipment (Far Field Monitor System) and communications with MKp=18L
