Detailed description of the project

The project envisages the construction of waste disposal plants on the territory of the Ivano-Frankivsk region, outside the population centers. Together, they will be able to process 472 thousand tons of waste per year. The main technological solutions that will be applied for such waste processing plants of the Ivano-Frankivsk cluster will be  the use of several processing technologies at once. In particular, processing of organic (food) waste will be carried out with the subsequent production of synthesis gas, as well as deep sorting of waste with the selection of resource-valuable materials – scrap metal, glass and plastic.

Problems

Current status, description of problems and needs for their solution
There are approximately 5,470 landfills and landfills in Ukraine, of which 5.6% are overloaded, and 30% do not even meet outdated requirements. According to experts, more than 99% of landfills do not meet European requirements. In the private sector, 26.6 thousand unauthorized landfills with an area of 0.75 thousand hectares are discovered annually. Waste removal services cover only 78% of the population of Ukraine. The imperfection of the system of separate collection of household waste leads to the loss of millions of tons of resource-valuable materials contained there. There is only one old waste processing plant in Ukraine, the rest of the waste in the country is taken to landfills and landfills. Volumes of solid household waste generation in Ukraine amount to almost 12 million tons every year, which is approximately 285 kg per person. But these official indicators are actually underestimated by at least 10-15%. Only 0.14% is processed and 1.7% is burned for energy, the rest is sent to landfills and landfills. In the private sector, 26.6 thousand unauthorized landfills with an area of 0.75 thousand hectares are discovered annually. Waste removal services cover only 78% of the population of Ukraine. In Ukraine, 31 waste sorting lines operate in 26 settlements. The only waste incineration plant with a capacity of about 250,000 tons operates in the city of Kyiv. In total, there are 5,700 landfills and landfills with a total area of almost 8,000 hectares, 40% of which require reclamation. Only about 120 landfills comply with state building regulations. At 55 landfills there is a leachate collection system, including at 50 landfills there is a leachate decontamination system, at others storage tanks are arranged, from where the leachate is periodically transported to treatment facilities. At 18 landfills, a biogas extraction system has been installed and cogeneration plants are in operation. The imperfection of the system of separate collection of household waste leads to the loss of millions of tons of resource-valuable materials contained there. Currently, household waste management in Ukraine is mainly based on low-level technologies aimed at their preferential disposal.
A detailed description of the project goal and the way to achieve it
The general goal of the project is to effectively increase the potential of state authorities at the local and regional level for the implementation and application of EU legislation in the areas of environmental protection, climate change prevention and development of infrastructure projects in the Ivano-Frankivsk region. Creation of an effective waste management mechanism, by sorting with the selection of resource-valuable materials and carrying out further processing of waste to ensure the energy security of the country, in connection with obtaining energy from waste.
