Problems
Current status, description of problems and needs for their solution
The problem of internally displaced persons appeared before Ukraine after the Russian annexation of Crimea and the unfolding of the conflict in part of the territory of Donbas, from where approximately 1.5 million people were forced to relocate. A new, much stronger wave of forced relocations caused by Russia's invasion of Ukraine, which continues to cause serious humanitarian and economic losses. From February 24, 2022, from the beginning of the large-scale armed attack by the Russian Federation to November 21, 2023, the Office of the United Nations High Commissioner for Human Rights (OHCHR) recorded more than 28 thousand cases of civilian deaths or injuries. The invasion also caused one of the world's largest displacement crises, with an estimated 6.2 million refugees from Ukraine (or one-eighth of the population) registered as of July 18, 2023. According to the data of the Ministry of Social Policy, 4.6 million people are IDPs in Ukraine as of August 6, 2024.
Many citizens who have lost their homes decide to stay for long-term or permanent residence in new territorial communities. The integration and adaptation of IDPs in their new territorial communities is an important prerequisite for the proper provision of their rights in the near future.
It is worth noting that in 2023, the real GDP of Ukraine grew, according to various estimates, by 5-5.5%. However, according to the published estimates of various experts, in particular the analytical center EasyBusiness and the Center for Economic Recovery, for successful reconstruction and economic recovery, Ukraine's GDP must grow at a rate of 7% per year until 2032. Such rates of development require adequate human resources. According to forecasts of the Ministry of Economy of Ukraine, the need for specialists and personnel on the labor market in the medium term may amount to 4.5 million workers. Due to the non-return of migrants, Ukraine may lose up to $113 billion in GDP over 10 years (in 2021 prices), which may also mean a loss of about $45 billion in tax revenue. Expectations for the return of forced migrants vary from 50% to 70%. Ukraine needs effective and efficient measures for the return of refugees from abroad. A key factor in this matter, along with security, will be the provision of real opportunities to solve the issue of providing citizens with adequate living conditions.
Providing housing for IDPs is one of the most urgent and at the same time the most difficult problems of the country. More than 36,600 IDP candidates are registered in the State Youth Housing Register to receive a preferential mortgage loan. According to preliminary calculations, funds in the amount of UAH 71 billion are needed to provide housing for only these citizens.
A detailed description of the project goal and the way to achieve it
The project is aimed at restoring the right to housing through preferential long-term lending to IDPs for the purchase of housing.
In addition, investments in housing lending should lay the groundwork for the gradual recovery of housing construction and related sectors of the economy and economic activity of the population, as well as cement the path of Ukraine's development in terms of further approximation to EU standards.
Creating conditions for providing housing for IDPs in Ukraine has a positive effect on the socio-economic development of the country, primarily by stimulating the return of citizens from abroad, increasing the employment of the country's population, and also providing tax revenues to the state and local budgets.
Implementation of the Project helps people who were forced to leave their homes to get quality housing, raise their standard of living and integrate into new communities, which in turn contributes to the preservation of human potential within the country and helps to prevent the emigration of citizens abroad.

The strategy of the state policy on internal displacement for the period until 2025, approved by the decree of the Cabinet of Ministers of Ukraine dated April 7, 2023 No. 312. Strategic goal 4. Promoting the integration of internally displaced persons by creating conditions for potential development, strengthening the capacity of host territorial communities. One of the main tasks is to expand the list of credit and investment mechanisms for providing internally displaced persons with housing with the large-scale involvement of donor support.
