Arrangement of safe conditions in institutions providing general secondary education (arrangement of shelters)

Two years of full-scale invasion caused serious damage to the Ukrainian education system. Approximately 3,500 educational institutions were damaged, almost 400 were completely destroyed. Hundreds of thousands of children were forced to change their place of residence or went abroad. Even more students have lost access to quality face-to-face education due to regular shelling, air raids and the shift to distance learning. Now the priority of the Ministry of Education and Science of Ukraine is to ensure access to full-time education for as many children as possible. As of the beginning of the 2022/2023 academic year, not all general secondary education institutions had properly equipped civil defense facilities. For this reason, only 26 percent of general secondary education institutions provided full-time educational services (children attended educational institutions), 34 percent. - worked in a mixed mode (through a combination of face-to-face training and remote organization of the educational process) and 40 percent institutions worked in remote mode (using distance learning technologies). The issue of the safety of educational institutions and the provision of equal, proper and safe conditions for obtaining an education and the organization of a safe educational environment is especially relevant in connection with the military aggression of the Russian Federation against Ukraine. The concept of the security of educational institutions, approved by the decree of the Cabinet of Ministers of Ukraine dated 04/07/2023 No. 301-r, provides for a number of measures that require solving problems related to the low level of security of educational institutions and the organization of a safe educational environment in Ukraine, with the implementation period: 2023-2025 . The plan of the main measures of civil protection of the Ministry of Education and Science of Ukraine for 2023, approved by the order of the Ministry of Education and Culture No. 589 dated 18.05.2023 (hereinafter - the Plan of Civil Protection), provides a list of measures to improve the unified state system of civil protection, to monitor compliance with the requirements of the law on issues of man-made and fire safety, protection of the population and territories from natural and man-made emergency situations, etc. Among the listed, the main ones are measures to create suitable shelters, which are located in the main building of the educational institution or in the immediate vicinity of it, in which all participants of the educational process can find shelter if necessary.
