The project involves the acquisition of JSC "Ukrzaliznytsia" of new dual-powered electric locomotives up to 50 units.

Problems

Current status, description of problems and needs for their solution
The service life of the vast majority of the fleet of electric locomotives owned by JSC "Ukrzaliznytsia" was extended according to the established procedure, and in the near future such a fleet will be decommissioned due to wear and metal degradation. In addition, electric locomotives designed and manufactured in the 1960s and 1980s require significant repair and maintenance costs and have higher operating costs than modern locomotives. The decommissioning of existing locomotives will reduce the supply of rolling stock of JSC "Ukrzaliznytsia" and, accordingly, will lead to the fact that the demand for railway transportation will not be fully satisfied. The existing fleet of locomotives of JSC "Ukrzaliznytsia" is morally and physically outdated: wear and tear of electric locomotives is 95.7%, diesel locomotives - 98.4%. Of the total inventory of locomotives, only 190 units or 5.3% are younger than 25 years.
A detailed description of the project goal and the way to achieve it
The purpose of the project is the purchase of new electric locomotives to update the fleet of electric locomotives of JSC "Ukrzaliznytsia". In the current conditions, when JSC "Ukrzaliznytsia" continues to transport important cargoes necessary for the continued defense of the country, and taking into account the fact that JSC "Ukrzaliznytsia" will be involved in the post-war reconstruction of the country, it is extremely important to support the renewal of the main line electric locomotive fleet. As of today, the fleet of main line electric locomotives of JSC "Ukrzaliznytsia" includes dual-system electric locomotives of the VL82M series, direct current electric locomotives 2ЕЛ4, VL10, VL11, VL8, ДЕ1 and alternating current electric locomotives of the 2ЕЛ5, 2ЕС5К and ВЛ80 series. At the same time, only 69% of the fleet is in operation due to the unsatisfactory condition of the rest of the electric locomotive fleet, which is unsuitable for operation and is used mainly as a source of obsolete materials for the repair and maintenance of the existing fleet. In addition, a part of the park is kept in reserve, in particular in case of emergencies. The existing fleet of locomotives of JSC "Ukrzaliznytsia" is morally and physically outdated: wear and tear of electric locomotives is 95.7%, diesel locomotives - 98.4%. Of the total inventory of locomotives, only 190 units or 5.3% are younger than 25 years. The decrease in the active fleet of electric locomotives indicates their unsatisfactory technical condition and the inability to maintain the required number of locomotives. Certain series of electric locomotives are planned to be phased out due to their low level of reliability and efficiency. These series of electric locomotives have a high level of wear and will be decommissioned in the coming years according to the planned indicators. Without the acquisition of new rolling stock, the active fleet of electric locomotives will decrease by more than 80% by 2034. According to the forecast, the existing active fleet of electric locomotives in 2034 will amount to 135 units, which is critically insufficient to meet the demand for transportation. Such a sharp reduction in the fleet is due to the fact that most of the existing electric locomotives have almost or completely exhausted their life cycle.
