Training for communities on applying for funding under the Ukraine Recovery Program III

The Ministry for Development of Communities and Territories of Ukraine, together with the DREAM Project Office, is conducting a series of training for communities and regional military administrations on creating projects and submitting applications under the European Investment Bank's Ukraine Recovery Program III.  

The agreement provides for the attraction of EUR 100 million to finance recovery and development projects. These include distributed generation facilities, municipal housing, water supply and sewerage, and healthcare.  

At the Ministry for Development initiative, this year's funds allocated to communities as a subvention from the state budget will be distributed using digital tools, namely the state digital restoration ecosystem for accountable management - DREAM.  

Digital tools are an important component of project management and ensuring the trust of international recovery partners, particularly through open data. DREAM allows the assessment of communities' real needs for recovery and the tracking of project implementation at all stages.  

- Teaching communities how to prepare and submit projects through digital tools is the key to creating viable investment projects. Therefore, it is important that as many local government representatives as possible join the training series. The training program is designed to meet the requirements of international partners, current legislation on the distribution of state budget subvention, and the system's functionality. For projects to be submitted correctly and receive funding, all communities planning to participate in the selection must undergo training, - said Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine, Minister for Development of Communities and Territories of Ukraine.  

So far, over 630 representatives of organizations involved in project work and planning to submit their project proposals for participation in the selection have already been trained in working with the ecosystem.  

During the webinar, participants discussed the essence of the "financial program" in the context of DREAM and detailed the conditions and process for applying for selection. Particular attention was paid to project content quality, selection prioritization under the Ukraine Recovery Program III, and further reporting on project implementation stages.  

- Together with the Ministry for Development, we are working to transform the public investment project management process. For the system to progress and develop, each participant must have comprehensive information about working with projects. The successful experience of implementing the Ukraine Recovery Program III will strengthen the perception of Ukraine as a state that follows the principles of strategic expediency, transparency, accountability, and efficiency in cooperation with international partners, - added Viktor Nestulia, Head of the DREAM Project Office, Open Contracting Partnership.  

It should be noted that applying through DREAM involves the following steps:

  • filling in the information and uploading documents in the relevant sections of the client's cabinet;
  • submission of the proposal with the electronic signature of the applicant's authorized representative;
  • automatic prioritization of projects submitted by applicants by the established criteria by the DREAM system software;
  • analysis of the ranking lists of projects formed based on the results of prioritization and assessment of the priority of projects by the RMA (A - high, B - medium, C - low).
  • forming a ranking list of projects with a unique identifier (ID) for each project; analyzing the ranking list of projects based on the prioritization results and providing relevant conclusions.
