Distribution of subventions through DREAM: funding for 50 school shelter projects approved

The Cabinet of Ministers of Ukraine has approved the allocation of subventions from the state to local budgets for the construction of shelters in schools using the DREAM system. 50 projects were selected, mainly in 8 frontline and russian-border regions. The total cost of these projects is UAH 2.19 billion. The list of communities and the amount of the allocated subvention can be found via the link.


The approach of using DREAM to allocate subventions for school shelter projects was initiated by the Ministry for Communities, Territories and Infrastructure Development of Ukraine jointly with the Ministry of Education and Science of Ukraine and the Ministry of Digital Transformation.


"Safe and high-quality full-time education is an important condition for restoring life in the affected communities. At the same time, it is impossible to implement recovery projects quickly and effectively without digitalization. DREAM provides comprehensive project support and is integrated with the Register of Damaged and Destroyed Property, the Unified State Electronic System in the Field of Construction, and other state systems. The transparency and accountability of the procedures allows us to ensure a quality result," emphasized Natalia Kozlovska, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine.


The new approach to subvention distribution enables the Ministry of Education's commission to quickly and transparently select school shelter projects implemented by communities for funding. The key task is to provide Ukrainian children with access to quality and safe full-time education.


Communities submitted their applications through the DREAM system. After that, Regional Military Administrations provided recommendations and project proposals for funding. The MES Commission selected the projects to be funded in accordance with the criteria set out in the Resolution of the Cabinet of Ministers of Ukraine No. 417 of April 12, 2024, and the recommendations of the Regional Military Administrations. "The functionality of financial programs in DREAM was created to overcome the existing challenges regarding the ways and rules for selecting projects for funding. First, it is a heavy workload on communities, a large number of steps and procedures. In addition, there are unclear approaches to prioritization, difficulty in coordinating all parties, and lack of accountability and transparency. On the example of the financial program with the Ministry of Education and Science, the DREAM system has proven to be effective in solving these issues and ensuring smooth processes. Of course, there are some challenges due to the fact that this functionality is new for most communities. Therefore, we are glad to have the opportunity to improve it thanks to the feedback from hromadas and the Regional Military Administrations," emphasized Viktor Nestulia, DREAM Project Office, Open Contracting Partnership.


According to the resolution, communities must provide monthly information on the use of funds and upload photos of facilities to the DREAM platform. Anyone can familiarize themselves with the projects, estimates, and implementation status.

The selection of shelter projects from other regions is also underway. The results are expected to be published by June 7.

Communities that did not receive funds for the arrangement of safe educational spaces under the subvention have the opportunity to raise funds from other sources, such as international organizations. To do this, communities must create a profile in the DREAM ecosystem, add their own projects, and follow announcements of financial support opportunities. Additional materials on the development of design and estimate documentation, arrangement and financing of shelters can be found on the portal  fortetsia.gov.ua. You can find already developed reuse projects and adapt them to the needs of the educational institution.
