The DREAM ecosystem: presentation for communities of the Kharkiv region

The DREAM Project Office team and the Ministry for the Restoration of Ukraine continue a series of regional presentations on the digital restoration ecosystem for accountable management.

The events aim to engage representatives of local communities and regional military administrations in working with the ecosystem, presenting the benefits of DREAM for implementing restoration and modernization projects in the regions, changing perceptions of the opportunities for cooperation with international donors, and attracting investment for community needs.

On February 16 in Kharkiv, 50 representatives of regional communities and RMA gathered to discuss updating the ecosystem's functionality for project initiators and contributors, share their experience with the platform, and record the benefits of the system, which will allow for high-quality communication about the needs of the region and the implementation of priority restoration and modernization projects. The Kharkiv region is among the leaders in Ukraine regarding the number of projects registered in DREAM.

According to the public analytics module https://bi.dream.gov.ua/, out of 2142 projects added to the system, 266 were initiated in the Kharkiv region. The total budget of Kharkiv region projects registered in DREAM is UAH 11.03 billion, with funding for UAH 5.9 billion confirmed. Today, 28 communities in the region are working with DREAM, but this year, the number of communities involved and projects will increase significantly.

- The Ministry is implementing digital restoration tools, including the Register of Damaged and Destroyed Property, the Geographic Information System for Regional Development, and the DREAM ecosystem, which integrates these and other digital tools to create a single digital route for a restoration project. DREAM is a unique digital solution that will ensure transparent and accountable restoration for years to come, - said Anatoliy Komirnyi, Deputy Minister for Communities, Territories, and Infrastructure Development of Ukraine for Digital Development, Digital Transformation, and Digitalization.

In total, over 700 communities from all over Ukraine are currently working with DREAM. The ecosystem allows communities to build their investment portfolio and attract funding for restoration and development projects. DREAM's integration with various state registries, services, and systems, such as Diia, Prozorro, GIS, SESCS, etc., simplifies the procedure for entering a project into the ecosystem for its initiators, ensures the relevance and validity of the data entered, and allows monitoring the project implementation at each stage.

Kostyantyn Korotych, Head of the Technical and Analytical Department of the Department of Housing and Communal Services of the Kharkiv City Council, shared his experience assessing damage, organizing compensation payments, and implementing projects.

- The Kharkiv City Council uses DREAM to implement projects financed from the Liquidation Fund as well as all investment projects. The team working with the ecosystem forms and learns how to make content and create projects. We see DREAM as the main restorational tool, - he said.

Viktor Nestulia, Head of the DREAM Project Office, Open Contracting Partnership, emphasized that according to the decision of the Ukrainian government, the state digital ecosystem DREAM will become a bank of public investment projects that meet the priorities of national and regional development. Currently, the ecosystem is finalizing the digitization of the full cycle of the restoration project implementation and developing functionality for international partners and donors.

- The use of DREAM should become mandatory for all initiators of restoration projects, so we strive to create a digital system that will be convenient and clear for all participants in Ukraine's restoration process. It is important to create a "single window" for working with restoration projects, both for project initiators and international partners, to ensure transparency and accountability of restoration. This will allow the public, government, business, and donors to receive information about the project throughout its life cycle and fully control it at all stages, - emphasized Viktor Nestulia.

In turn, Volodymyr Zhdanov, Implementation Manager, the DREAM Project Office, presented the ecosystem's key functionality to the event participants and emphasized the benefits of DREAM for project initiators. In particular, he insisted on the possibility of systematic training for system users and ongoing technical support, mainly through channels for communication with communities, a chatbot, and a Facebook community.

In addition, he introduced DREAM's regional partners from the Institute for Analytics and Advocacy, who help implement the ecosystem in the Kharkiv region.

Volodymyr Zhdanov also noted that joining the system at an early stage gives communities more time to prepare projects. And a detailed and high-quality project card in DREAM will help speed up fundraising.

The presentation of the DREAM ecosystem in Kharkiv was initiated by the Ministry for Restoration, the Agency for Restoration, and the DREAM Project Office, with the support of the Open Contracting Partnership, UK International Development, and the Kharkiv Regional Military Administration.
