
The Strategic Investment Council has approved an updated State Single Project Pipeline (SPP) of public investments for 2026.
The update includes 18 public investment projects, as well as two updated public investment programmes.
The updates cover the following sectors:
- Energy - 5 new projects and 3 projects updated
- Municipal infrastructure
- Transport - 3 projects
- Healthcare - 2 projects
- Education and science - 2 programmes updated
- Environment - 3 projects

The preparation of projects and programmes using the new procedures for appraisal, prioritisation, and selection ensures that investments focus on initiatives that deliver the greatest value for people and the state.
Through the DREAM system, project pipelines remain transparent and accessible for review, analysis, and monitoring by sectoral ministries, international partners, international financial institutions, and the public. This transparency also increases opportunities to attract additional financing.
This is the second update of the State SPP since it was initially approved by the Strategic Investment Council on 26 August 2025. Under current legislation, the Single Project Pipeline at all levels - national, regional, and local - may be updated on a quarterly basis.
The development and implementation of the system is led by the Ministry for Development of Communities and Territories of Ukraine, together with the DREAM Project Office, with the support of the UK DIGIT project ("Digitalisation for Growth, Integrity and Transparency"), implemented by the Eurasia Foundation and funded by UK Dev. The implementing partner is the Open Contracting Partnership.
