During the Ukraine Recovery Conference (URC) 2023 in London, the public module of the Digital Restoration Ecosystem for Accountable Management (DREAM) was presented.
The public module of the ecosystem is available at the link https://dream.gov.ua/ and allows you to view data on projects by sector, community and region. In addition, data on investment projects and public-private partnership projects became available in DREAM.
«Transparent, accountable and effective recovery of Ukraine is impossible without the use of digital tools and systems. Thanks to the DREAM ecosystem, our international partners will be able to choose projects for financing and monitor their implementation at all stages. The principle of "everyone sees everything" allows us to build trust in the recovery process, as well as strengthen the capacity of communities and regions», said Oleksandr Kubrakov, Deputy Prime Minister for the Restoration of Ukraine - Minister of Communities, Territories and Infrastructure Development.
Currently, public information in DREAM is available in English, the Ukrainian version of the data will be presented in July 2023. Since November 2022, the ecosystem has been operating in pilot mode, and during this time representatives of communities and regions, central authorities have already submitted more than 6,000 projects and project ideas. The full functionality of the DREAM ecosystem will become available in March 2024.
«Today, we have made available data on thousands of restoration projects, so international financial organizations, investment funds, and private investors can now choose projects for support. Thanks to a user-friendly interface and open data, DREAM allows communities to initiate and present their own restoration projects and attract funding. And therefore helps to significantly strengthen the capacity of local authorities and accelerate reconstruction. Therefore, we call on the local authorities not to delay and to join the work with the ecosystem now», emphasized the Deputy Minister of Community, Territories and Infrastructure Development Oleksandra Azarkhina.
The launch of DREAM will significantly speed up the implementation of restoration projects and improve their quality. As the Chairwoman of Committee in the Verkhovna Rada for the Organization of the State Power, Local Self-Government, Regional Development and Urban Planning Olena Shulyak noted, the use of digital tools and systems along with the implementation of urban planning reform will ensure transparency, accountability and efficiency of reconstruction.
DREAM is a state electronic ecosystem that will provide a single digital pipeline for all reconstruction projects. It will collect all project data online, display this data in the form of convenient dashboards, graphs and charts, and ensure the publication of open data in accordance with the global Open Contracting Data Standard.
