Overview

The Republic of Lithuania is a country in the Baltic region of Europe lying on the eastern shore of the Baltic Sea.

A spirit for invention, smart governance, and an open-minded culture of Lithuanians cherish conditions to co-create impactful solutions that reach people’s lives all over the world.

This is particularly evident in the diverse group of institutions that now call Lithuania home: there’s a host of post-Brexit Fintechs, 850 startups (and counting), and a wide range of global players – from German automotive giants to US life sciences pioneers.

But Lithuania’s co-create motto extends beyond economic and technological domains. As the world witnesses Lithuania's proactive response to Russian military aggression the “co-creation” becomes an example of how a nation can channel its empathy and diplomacy to drive meaningful change on a global scale.

With its government, grassroots, and business initiatives, Lithuania’s support for Ukraine has crossed the 1 billion EUR mark, ranking the country as the third-largest contributor worldwide in terms of the percentage of its GDP. Just as Lithuania immediately opened its homes to war refugees and sent humanitarian aid to the frontlines, it advocates that Ukraine’s recovery should begin today. To walk the talk, Lithuania has launched 6 pilot projects with more in the pipeline. 12 million EUR has been already allocated for bileteral recovery projects.10 million EUR more as bilateral support for urgent recovery needs to the National Bank of Ukraine. Moreover 10 million EUR pledged to the European Investment Bank’s trust fund for Ukraine and 10 million contribution for a special financial instrument by the World Bank dedicated to Ukraine’s recovery.

2 infrastructure projects have been already finished. A newly built mobile settlement for Borodyanka citizens was handed over to the community in April 2023. The almost-ruined Irpin’s kindergarten was rebuilt in just eight months. It was opened symbolically on Ukraine’s Independence Day, August 2023. Following the urgent needs in the education sector recovery Lithuania is preparing to open its next rebuilt object, the school in Borodyanka, in November 2023. The last two Lithuanian-led reconstruction initiatives were supported by Taiwan, which has contributed an additional 5 million USD to co-create a brighter future for Ukrainian children's education.

Supporting Ukraine on the ground since 2014, Lithuania gained comprehensive expertise in Ukraine’s context and needs and developed an extensive network of local partners. The main implementer of governmental projects - the Central Project Management Agency - has a representative office in Kyiv and works closely with the Embassy of Lithuania in Ukraine and other institutions to have solid political, logistical, and local authorities support. Moving forward, the country is committed to working together with other global partners in the long-term recovery of Ukraine, restoring stability, and forging a peaceful future.

Project pipeline

Lithuania is evaluating options to advance efforts in the following prioritized sectors:

Education Sector:
  • Bomb Shelter Installation: this critical measure aims to ensure the safety of Ukrainian educational institutions. It addresses the persistent threat of air attacks, allowing for the continuation of offline learning.
  • Reconstructing and Renovating Primary and Secondary Education Facilities.
Rehabilitation Program:

Prioritizing the well-being of veterans, we are developing a comprehensive systemic approach to recovery, rehabilitation, and reintegration. The program is in the consultation and revision phase.

Energy Sector:

Lithuania continues to actively support the recovery of Ukraine's energy sector, contributing to its growth and stability in upcoming projects.

Digital Urban Planning Projects:

These initiatives will unveil an innovative approach aimed at efficient rebuilding with urban planning tools and digital solutions.
