Rehabilitation opportunities for military: construction of new medical facilities and cottages in Rivne region

There is no coincidence that the Rivne region leads these projects. Since the beginning of the full-scale invasion, the region has received thousands of wounded and internally displaced people, and the hospital in Klevan has unique experience in dealing with the most severe injuries.

Since 2018, the Rivne Regional Hospital for War Veterans has been providing care to patients with severe brain and spinal injuries. It was one of the first to develop a comprehensive approach to medical and psychological rehabilitation of military personnel. Due to the increase in the number of patients, it was decided to expand the facilities.
The new building will have an admission department that can accommodate 150 patients per day, an intensive care unit with 32 beds, 3 operating rooms, and an inpatient department with 22 beds. The project includes constructing a rehabilitation center, shelter, and helipad. It will not only increase the facility's capacity but also improve the conditions for patient care.
"The construction of the new building will allow us to significantly increase our ability to treat the military and be on par with leading European medical institutions. The townhouse space will allow the military to undergo rehabilitation and spend time with their families, which is part of their psycho-emotional rehabilitation," said Oleksandr Koval, the Head of the Rivne Regional Administration.
Construction of the new building began in 2022. The project's total budget is over UAH 1 billion 304 million. In 2025, the project will be financed at the expense of a subvention from the state budget to local budgets for public investment projects in the healthcare sector. According to the Resolution of the Cabinet of Ministers of Ukraine No. 312 dated 18.03.2025, funding in the amount of UAH 700 million was approved.
According to Oleksandr Koval, head of the Rivne Regional Administrative Body, including a project in DREAM is a key condition for receiving state funding. Implementing the DREAM system is crucial for attracting resources, building trust, and achieving sustainable development.
Construction of the SINE MURALIBUS cottage town
The SINE MURALIBUS modular town project, included in the DREAM system, was also successfully implemented on the hospital's territory to provide comfortable conditions for the military during rehabilitation. Its implementation lasted from September 2024 to the present.

As part of the initiative, 10 cottages were installed. Two people can stay here at the same time. Each house is equipped with autonomous heating, a kitchen, a living room, two separate bedrooms, a bathroom, and a spacious terrace. All housing is designed with the needs of people with disabilities in mind: ramps, wide doorways, handrails, comfortable bathrooms, and adapted security systems with visual and vibration signals are provided.
One of the important features of this space is the possibility of temporary accommodation for military personnel with their families. This model of gradual adaptation to home conditions positively affects patients' psychological state and speeds up their recovery.
Since the first months of the full-scale war, Rivne region has become a place of refuge for many people. The hospital in Klevan is not just a medical facility, but a center of experience, support and adaptation. The hospital is developing a medical infrastructure that helps people get back to life.
The SINE MURALIBUS modular town was implemented jointly by the Rivne Regional Military Administration, the Regional Council, and Nova Post. The total budget is over UAH 30 million.
"These houses are fully inclusive - they provide accessibility, comfort, and convenience for patients with the consequences of traumatic brain and spinal injuries, as well as amputations. The campus has a nurse's post that arrives promptly if necessary. Every patient has the nurse's phone number and can ask for help at any time," said Andriy Burachyk, hospital director.
